In the decades since, the consequences of nuclear use have remained only incidental to considerations of nuclear policy. This paper explores that history and presents new research and key questions for policymakers to address given today's increasingly interconnected world. The authors highlight the need for renewed attention to the catastrophic effects of nuclear conflict as a crucial step toward reducing the risk of nuclear use."
