‘A Lot of it is Actually Just Abuse’ Young People and Pornography

This report draws together research from focus groups with teenagers aged 13-19 and a survey of 1,000 young people aged 16-21. Of the 64% who said that they had ever seen online pornography: • We find that pornography exposure is widespread and normalized – to the extent children cannot ‘opt-out’. The average age at which children first see pornography is 13. By age nine, 10% had seen pornography, 27% had seen it by age 11, and half of children who had seen pornography had seen it by age 13. • We also find that young people are frequently exposed to violent pornography, depicting coercive, degrading or pain-inducing sex acts; 79% had encountered violent pornography before the age of 18. Young people expressed concern about the implications of violent pornography on their understanding of the difference between sexual pleasure and harm. Indeed, this report finds that frequent users of pornography are more likely to engage in physically aggressive sex acts. • Pornography is not confined to dedicated adult sites. We found that Twitter was the online platform where young people were most likely to have seen pornography. Fellow mainstream social networking platforms Instagram and Snapchat rank closely after dedicated pornography sites. At the time of publication, the UK’s landmark Online Safety Bill is making its way through Parliament. It holds the promise of, finally, regulating pornography sites and ensuring that they implement robust age verification to protect children. Now is a vital moment to ensure that we understand the impact of pornography on children’s lives, and to legislate for a commensurate response. This report is published as the Online Safety Bill passes through Parliament. The legislation, as currently drafted, imposes important age verification requirements (technical measures to establish someone’s age) on platforms which host pornography to prevent under-18s from accessing adult content online. The research contained within this report syntheses data from a nationally representative survey of over 1,000 young people aged 16-21 in England and two focus groups with teenagers aged 13-19. All research was conducted between November 2022 and January 2023 by the Children’s Commissioner’s Office (CCo) with an aim of understanding the prevalence of pornography exposure (both intentional and unintentional) among young people and its impacts on children’s safety and wellbeing. Differences between groups are only reported where they were statistically significant. The Commissioner intends for this report to aid Parliamentarians as they make crucial decisions about the protection of children from harmful content, including pornography, through the Online Safety Bill. The Commissioner also hopes that findings from this research will support the regulator, Ofcom, in their future enforcement regime, as well as parents, teachers and other key professionals, to understand and protect children from pornography’s impacts. The main research findings are set out below. Unless otherwise indicated, figures refer to young people who have ever viewed pornography. • Pornography consumption is widespread among children. The average age at which children first saw pornography was just 13 years old. • Many children are first exposed to pornography at a very young age. A significant minority of children access pornography at very young ages: 10% had seen it by age nine, 27% had seen it by age 11 and 50% of children had seen it by age 13. • Children often stumble accidentally across pornography online; 38% of 16-21-year-olds said that they had accidentally come across it online. In focus group discussions, young people told the CCo that accidentally viewing pornography for the first time made them feel ‘confused’, ‘insecure’, ‘troubled’ and ‘curious’. Chillingly, some young people spoke about the role of sexualised cartoons, depicting popular children’s characters and which appear in pop-up ads, in actively grooming young children towards adult pornography. • A significant minority of young people are sent explicit images involving a person known to them in real-life. Girls are disproportionately the target of ‘self-generated’ pornography, 51% of girls aged 16-21 had been sent or shown explicit content involving someone they know in real-life, compared to 33% of boys. • Twitter is the platform where the highest percentage of children had seen pornography; 41% of young people reported having seen it on Twitter. Dedicated pornography sites came next (37%), followed by Instagram (33%), Snapchat (32%) and search engines (30%). • Many young people seek out pornography online. Half (50%) of survey respondents, 58% of boys and 42% of girls, aged 16-21 said that they sought out online pornography themselves. • A significant proportion of males are frequent users of pornography. A fifth (21%) of males aged 16-21 viewed content at least once a day in the 2 weeks prior to the survey, compared to just 7% of girls. This is suggestive of a dependency which carries its own risk of interrelated harms. • Boys and those who first viewed online pornography at age 11 or younger were significantly more likely to become frequent users of pornography, consuming it twice or more per week. Focus group participants told us that pornography was sought for several reasons; sexual gratification, curiosity and to ‘learn’ about sex, and pressure to ‘fit in’ with peers. • Children are frequently exposed to violent pornography. The majority, 79%, of 18-21-yearolds had seen content involving sexual violence before turning 18. Early exposure to pornography and frequent consumption significantly increased the likelihood of viewing violent content. Young people are significantly more likely to see violence perpetrated against a woman (65%) than against a man (29%) in pornography. • A significant proportion of young people seek out violent pornography; 36% of young adults had sought out content involving at least one act of sexual violence. Again, a young age of first exposure and frequent consumption of pornography were predictors in the likelihood of actively seeking out violent content for sexual gratification.

Text Mining Police Narratives to Identify Types of Abuse and Victim Injuries in Family and Domestic Violence Events

Police attend numerous family and domestic violence (FDV) related events each year and record details of these events as both structured data and unstructured free-text narratives. These descriptive narratives include information about the types of abuse (eg physical, emotional, financial) and the injuries sustained by victims. However, this information is not used in research. In this paper we demonstrate the application of an automated text mining method to identify abuse types and victim injuries in a large corpus of NSW Police Force FDV event narratives (492,393) recorded between January 2005 and December 2016. Specific types of abuse and victim injuries were identified in 71.3 percent and 35.9 percent of FDV event narratives respectively. The most commonly identified abuse types mentioned in the narratives were non-physical (55.4%). Our study supports the application of text mining for use in FDV research and monitoring.

Double Betrayal: Abuses against Afghan Policewomen, Past and Present

The 26-page report, “Double Betrayal: Abuses against Afghan Policewomen Past and Present,” documents threats from Taliban authorities since August 2021 that have forced many former policewomen to go into hiding out of fear of being identified. Since the Taliban takeover of Afghanistan in August 2021, Taliban authorities have threatened Afghan women who had served in the police under the previous government. As Taliban forces carried out hundreds of revenge killings of those who had served in the former government’s security forces, many former policewomen went into hiding out of fear of being identified. Several have been killed, either by relatives who opposed their work as “shameful” or under unclear circumstances. The Taliban have not conducted credible investigations into these murders. While employed by the former government, many policewomen experienced sexual harassment and assault by their male supervisors. They described abuses including rape as well as demands from superiors for sex in exchange for promotion or avoiding dismissal. The widespread nature of these abuses was well-known since at least 2013, including among countries supporting the ngovernment, but police officers responsible for abuse were not held accountable. Women reported mental health effects from this abuse and their fear of the Taliban, but have been unable to find or afford psychosocial support. Human Rights Watch calls on the Taliban to cease all threats and abuse of policewomen and others who worked for the former government. The US and other countries that supported programs to train and hire women in the police should ensure that those seeking protection are deemed eligible on the same level as other vulnerable categories. The US, UK, Canada, and the European Union and its member states should increase Afghan refugee resettlement places, prioritizing women at risk.

Literature Review of Guardianship Abuse and Fraud

In the United States, 10.6% of adults ages 18-64 and 35.2% of people age 65 and older live with a disability (Kraus et al., 2018). Four and a half percent of adults ages 18-64 and 8.9% of people age 65 and older have a cognitive disability (Kraus et al., 2018). Certain cognitive disabilities make adults vulnerable to abuse and require the help of a surrogate decision-maker, such as a guardian or an agent under a power of attorney (Gunther, 2011). A wide spectrum of adults may need the assistance of a guardian, including individuals with serious mental illness, intellectual disability, and traumatic brain injury. The number of adults with serious mental illness increased from 8.3 million in 2008 to 13.1 million in 2019; the greatest increase occurred in young adults ages 18-25 (Lipari, 2020). More than 7 million people in the United States have an intellectual disability, with many requiring assistance (Population Specific Fact Sheet–Intellectual Disability | National Disability Navigator Resource Collaborative, n.d.). The Centers for Disease Control and Prevention estimates that each year there are more than 2.87 million visits to emergency departments, hospitalizations, and deaths due to traumatic brain injury; some of these result in long-term disability (TBI Data | Concussion | Traumatic Brain Injury | CDC Injury Center, 2021). The U.S. Department of Veterans Affairs reports that more than 400,000 U.S. service members experienced a traumatic brain injury between 2000 and 2019 (VA Research on Traumatic Brain Injury (TBI), n.d.). Individuals with serious mental illness, intellectual disability, and traumatic brain injury may require short- or long-term guardianship depending on the progression and treatment of their disability. Advancements in medical care not only expand the lifespan of older individuals but also enhance the life expectancies of younger individuals with brain injuries, serious mental illness, or intellectual disabilities, who may outlive their family caregivers (Patja et al., 2000). Terminology for guardianship differs by state. In many but not all states, court-appointed surrogates who make decisions concerning an individual’s finances are referred to as “conservators,” and those who make decisions concerning an individual’s health or personal matters are called “guardians.” For this report, we use the term guardian to refer to both, unless specifically indicated. Guardians are bound by statutory requirements and case law — as well as ethical principles — to act in the best interests of a vulnerable adult. Guardians are fiduciaries, which means that they must act according to the highest standards of care, accountability, trust, honesty, confidentiality, and avoidance of conflict of interest (Managing Someone Else’s Money: Help for Court Appointed Guardian of Property and Conservators, 2019). Powers given to guardians are often immense — for example, the authority to sell a person’s home and personal property, make contracts on their behalf, and consent to all medical treatments. In addition, guardians may be authorized to charge fees for their services that are payable from an adult’s estate — a situation that, left unmonitored, opens the potential for abuse. Moreover, adults with cognitive impairments may be unable to recognize when guardians are not serving as they should. Although guardians should provide protection, there is also the risk that a guardian may take advantage of an adult whom they were named to protect. Despite this situation, we currently lack reliable data both on how many guardianships or guardians exist and on the outcomes of these  arrangements. A number of high-profile media exposés (e.g., Aviv, 2017; Day, Stark, & Coscarelli, 2021; Garland, 2017) have highlighted how, in some egregious cases, guardian actions have harmed adults who are at risk.

Who can leave a partner who uses violence?

Drawing upon longitudinal data from the Growing Up in New Zealand (GUiNZ) study, this research looks at the barriers to mothers leaving partners who use violence. The persistence of conflict or abuse experienced by mothers over the antenatal to 9-month period, and over the 54-month to 8-year period was examined. For these two periods, the association between intimate partner violence (IPV) at the start of the period and the relationship breaking up during this period was explored.

Key findings

  • Mothers with fewer financial resources are less able to leave partners who use violence. 

  • Younger mothers, mothers who lack access to a car, mothers with poor physical health, mothers who are not part of a community, mothers who place high importance on maintaining cultural traditions (who are largely non-Europeans), and mothers whose partners have low education or earnings may also be less able to leave partners who use violence.

  • Mothers who report conflict or IPV in one survey wave are quite likely to report it again in the following survey wave (one to several years later). However, a considerable proportion of such mothers report no IPV in the following wave, either because their partners stopped using violence or their relationship ended. Working Paper.

Ending Violence Against Women and Girls in Digital Contexts: A Blueprint to Translate Multilateral Commitments into Domestic Action

   Women are impacted by violence in digital contexts in a variety of ways. While technology and the internet have catalyzed opportunities for men and women to engage, communicate, and further their human rights, digital space also poses a gendered risk, as abuses offline are mirrored and replicated online. Technology facilitated violence disproportionately affects women and can be used to perpetuate different types of inequality. Member states have reached agreement through multiple UN processes on the importance of enacting legislation, developing policies, creating monitoring and accountability mechanisms, and providing effective remedies for victims and survivors of violence in digital contexts. However, efforts to advance domestic implementation have been slow. Building on previous research by the Stimson Center, this paper provides a blueprint that offers ten overarching strategies for governments to consider in the development of more effective and coherent domestic policy on ending violence against women and girls (VAWG) in digital contexts. The blueprint also offers a framework for civil society to hold governments to account for the commitments they have made to end VAWG in digital contexts
