Leaving The Gang is Good For Your Health: A Stress Process Perspective on Disengagement From Gangs

During the last decade, health criminology—the study of health outcomes for justice-involved individuals and their families—has gained traction in the field. We extend health criminology to the study of street gangs by drawing on the stress process perspective. Gang membership is conceptualized as a primary stressor that leads to secondary stressors with direct and indirect adverse effects on mental health. Leaving a gang, we hypothesize, offers relief by shrinking the stress universe to improve mental health. We test the gang disengagement–mental health link using panel data from a sample of 510 active gang members in the Northwestern Juvenile Project, longitudinal entropy balancing models, and mental health outcomes related to both clinical diagnosis and functional impairment. The results indicate that gang disengagement leads to improvements in mental health and functioning. Compared with those who stayed in gangs, those who left experienced improvements in global functioning, overall mental health diagnosis, behavior toward others functioning, substance abuse functioning, and alcohol-related diagnoses. Secondary stressors partially, but not fully, mediated this association. Our findings extend the inventory of research on the benefits of disengagement from gangs to health outcomes and support interventions designed to promote gang disengagement.

Model Legislation to Modernize Anti-KKK: Masking Laws for Intimidating Protesters

 Just as Ku Klux Klan members used white hoods to conceal their identities and terrorize their targets, modern activists are using keffiyehs, Guy Fawkes masks, balaclavas, and other inherently intimidating face coverings. Indeed, face-masking is pervasive among participants in demonstrations that are growing in frequency and disruptiveness. Most recently, the pro-Hamas “protests” that have proliferated across college campuses and city streets involve activists who cover their faces explicitly to make it impossible to determine who is engaged in violence, intimidation, and property destruction. Just as masks emboldened KKK activity a century ago, they are a central feature in the 360% surge in antisemitic incidents since Hamas’s attack on Israel last year. New York City experienced about 2,000 protests in the half-year following October 7—including incidents involving more than 10,000 participants illegally blocking bridges and major infrastructure. Cities across the country seem to be struggling to maintain order and check the growing number of attacks associated with these events on Jewish-owned businesses and other institutions  There is an obvious and simple answer to protesters’ growing aggressiveness, an answer that proved effective against their forebears in the KKK: denying intimidating and violent protesters the right to conceal their identities via face coverings. Hamas supporters, Antifa, Patriot Front, and others act boldly so long as they can remain anonymous. Stripped of this anonymity and the intimidating power of the keffiyeh and black bandanna, they will be far less likely to engage in criminal behavior

The Global Safety Report Measuring Personal Security Worldwide

 The world is contending with an unsettling reality: Violence continues to permeate our societies, threatening lives and undermining the foundations of safety and security that are crucial to sustainable development. Globally, 5% of people report being victims of violent crime in the past two years — a figure that, while seemingly small, represents millions of disrupted lives, shattered families, and communities gripped by fear. Exacerbating the global crisis of violence is the growing threat posed by state conflicts. According to the Global Peace Index, there are currently 56 active conflicts worldwide — the highest number since World War II. Even the leaders tasked with ensuring our safety are not immune; since 2022, attempts and successful assassinations of current and former heads of state have occurred in countries ranging from the U.S., Pakistan and Slovenia to Argentina and Japan. As the world grapples with these escalating threats, another peril looms: the rise of fear. Yet, measuring fear is complex. Traditional metrics, such as crime rates and conflict reports, provide essential data on physical security — but fail to capture how safe people feel, which profoundly impacts how they live. Our research consistently shows that when people feel safe, they are free to thrive — experiencing greater economic stability, contributing positively to their communities, and living longer, healthier lives. To build truly flourishing societies, we must address both physical safety and the critical need for people to feel safe. Recognizing the importance of this two-pronged approach, world leaders have integrated “subjective safety” into their development agendas. The United Nations Sustainable Development Goal 16 includes “feel[ing] safe walking alone at night” as an indicator (16.1.4). Gallup annually tracks this indicator worldwide, and we highlight its findings in our 2024 Global Safety Report. This year’s report offers encouraging insights: Global perceptions of safety and confidence in police have risen compared with a decade ago, largely due to increasing confidence in local law enforcement. Regardless of a country’s wealth, confidence in local police is one of the strongest predictors of people feeling safe. There are also remarkable examples of national progress. El Salvador, once notorious as the murder capital of the world, ranked second to last out of 134 countries for safety in 2016. Today, it has climbed to a tie for 8th out of 140 countries. Yet, challenges remain, particularly in addressing the safety perception gap between men and women, as men are over 20% more likely than women to say they feel safe in their communities. Ensuring everyone, regardless of where they live, can feel safe and secure in their daily lives is not just a moral imperative; it is the first step to sustainable growth and prosperous societies. The data in the following report show where the world stands on that vital first step — but it also reminds us that much work remains to be done

Seventy Times Seven: A True Story of Murder and Mercy: Setting the Youth Justice Agenda - AYJ Briefing For The Incoming Government

Developed through consultation with our members and informed by evidence from children and young people,1 this briefing sets the youth justice agenda for the incoming government. We present the changes new Ministers must prioritize to work towards a society that promotes social justice and enables all children to reach their full potential. The incoming government must be ambitious about reimagining what ‘justice’ means for children, to achieve a safeguarding response to children at risk, promote racial justice, and ensure the use of custody is a last resort. Only then will the costly cycle of harm and offending be stopped, enabling all children to thrive. • A change in oversight and accountability is required to ensure children in or at risk of involvement in the justice system are treated as children. • Resources should be invested in local communities to support their children and aid prevention and desistance from crime, rather than in costly crisis intervention and punitive responses. • Clear strategies are needed to drive policy and practice change to keep children safe, end the imprisonment of children, and target and tackle racial disparities. This briefing provides a short overview of the issues and solutions to them, and we offer our ongoing support in further developing these much-needed reforms through engagement with our expert members.

States of Surveillance: Ethnographies of New Technologies in Policing and Justice

Recent discussions on big data surveillance and artificial intelligence in governance have opened up an opportunity to think about the role of technology in the production of the knowledge states use to govern. The contributions in this volume examine the socio-technical assemblages that underpin the surveillance carried out by criminal justice institutions – particularly the digital tools that form the engine room of modern state bureaucracies. Drawing on ethnographic research in contexts from across the globe, the contributions to this volume engage with technology’s promises of transformation, scrutinise established ways of thinking that become embedded through technologies, critically consider the dynamics that shape the political economy driving the expansion of security technologies, and examine how those at the margins navigate experiences of surveillance. The book is intended for an interdisciplinary academic audience interested in ethnographic approaches to the study of surveillance technologies in policing and justice. Sex Trafficking Victimization: A State-of-Art Review of Literature and Framework Definition

“Operations research” and “sociology” are infrequently discussed together. Though an analytic approach is positioned to benefit society through quantitative measurement and evaluation. This research reviews literature surrounding the sex trafficking victimization experience during a lifetime: namely sex trafficking, lifetime experiences, and Markov modelling. With the results of the literature review, a framework is defined to evaluate and assess the experience of sex trafficking victimization during a lifetime for individuals and/or populations. Particularly valuable outcomes of this research are the extensive review of related literature and the definition of a fully interconnected framework of the experiences individuals face within sex trafficking victimization. The defined framework is presented to support current analytic interests of anti-trafficking and policy-maker groups, as well as provide the foundation for further developments to better support impacted communities and society.

Repeat Violence in Scotland: A Qualitative Approach

The definition and conceptualisation of interpersonal repeat violent victimisation (RVV) is contested. Interpersonal violence refers to violence between individuals, often subdivided into community violence and violence against women and girls, including domestic abuse. These two forms of interpersonal violence are often studied separately, using divergent theoretical and methodological approaches (Batchelor et al. 2019). Mainstream research on RVV is largely quantitative in orientation, counting recurrent incidences of the same type of violent offence against the same target and identifying risk factors that make some people more prone to victimisation than others. Feminist research on men's violence against women and girls more often draws on qualitative methods to explore experiences of overlapping and intersecting forms of violence, conceptualising repeat physical violence as part of a process of coercive control located within a context of gendered inequality and norms.

Building on these insights, the current research adopts a qualitative approach to unpack patterns of RVV evident in official statistics on non-sexual violence in Scotland. Unlike survey research, which asks respondents to self-report the number of incidents they have experienced over a specified period, typically the previous 12 months, the present study acknowledges the impact of repeat violence and associated trauma on memory, imposing no time limit on participants' experiences. As a result, whilst we invited participants to reflect on recent experiences of physical violence, they also often related experiences of other forms of violence, experienced across the life course.

Scotland's Approach to Antisocial Behaviour: Review Findings

The former Minister for Community Safety, Ash Regan MSP, asked the Scottish Community Safety Network (SCSN) and the Scottish Government to undertake a review of antisocial behaviour (ASB). This report presents the findings from work undertaken to gather views on the current approach to antisocial behaviour in Scotland. It is based on discussions with key stakeholders across Scotland including those who have experienced antisocial behaviour, frontline staff seeking to prevent and tackle antisocial behaviour and community and equality groups including those representing minority communities in Scotland. The discussions included people from both urban and rural settings across different areas of Scotland.

The findings do not amount to a definitive statement on what people feel needs to be done to change the way we view, prevent and address antisocial behaviour. However, they do provide a qualitative evidence base given the size and breadth of engagement. It is clear from these sessions that there are no quick fixes or easy solutions here. Therefore, we need to look at how we set the path to begin the journey and identify future work activity and milestones.

Overall, 25 engagement discussions involving close to 250 people, representing a wide range of interests (Annex B - methodology summary) were held by the Scottish Community Safety Network and the Scottish Government. We are indebted to all who shared their time and their expertise. This report reflects the views, opinions and experiences from those discussions, and additional written feedback received.

The Scottish Government and its partners believe that everyone has the right to be, and feel, safe in their community and homes. Embedding change which will have a positive sustainable impact, requires a process of innovating, evaluating and building on success. We can also learn from challenging issues and sharing best practice.

What has come across very clearly during this engagement, is that prevention is better than cure and that working collaboratively in partnership is essential to finding long term solutions to address antisocial behaviour and make all of our communities safer and more welcoming places to live.

We all have a role to play in preventing and tackling antisocial behaviour and hope that this report will be used as the starting point of a much broader and deeper discussion of these issues, leading to a long-term road map of how we can work collectively to prevent and address antisocial behaviour in effective ways.

We can, and should, come together to address the mutual problems we face in our communities, but we will achieve little if we approach this in a way that is not properly considered, including the potential for unintended consequences, and therefore we need to develop structures which we can work within to achieve change and incrementally build on approaches which are proven to be successful.

As such, two recommendations arise from our assessment of the qualitative evidence:

Recommendation one

That Scottish Ministers, and statutory, non-statutory and voluntary sector service providers and communities themselves recognise that our approach to preventing and tackling antisocial behaviour needs to be a long-term approach (that recognises societal changes and evolves) and that we need to make a commitment to a programme of activity which will provide a framework that will guide us in taking forward this agenda in alignment with other linked national policies.

Recommendation two

An independently chaired group of experts, potentially including statutory, non-statutory and voluntary service providers, community representatives and other key interests should be brought together to develop a long-term framework for addressing antisocial behaviour.

This should have a strong focus on steps that can be taken to prevent antisocial behaviour from occurring as well as considering the effectiveness of current approaches to tackling the antisocial behaviour which occurs.

The findings in this and other relevant, existing reports should form the foundations of the group’s work and they should not be restricted in identifying what areas are most important to move this agenda forward, which could include considerations of the effectiveness of current legislation.

The group should be able to commission and gather evidence to support their work and have a free hand to engage with anyone who can support this agenda. Central to this work should be building broad support for any long-term work that the group proposes.

Victims in the War on Crime: The Use and Abuse of Victims' Rights

Two phenomena have shaped American criminal law for the past thirty years: the war on crime and the victims' rights movement. As incapacitation has replaced rehabilitation as the dominant ideology of punishment, reflecting a shift from an identification with defendants to an identification with victims, the war on crime has victimized offenders and victims alike. What we need instead, Dubber argues, is a system that adequately recognizes both victims and defendants as persons. Victims in the War on Crime is the first book to provide a critical analysis of the role of victims in the criminal justice system as a whole. It also breaks new ground in focusing not only on the victims of crime but also on those of the war on victimless crime. After first offering an original critique of the American penal system in the age of the crime war, Dubber undertakes an incisive comparative reading of American criminal law and the law of crime victim compensation, culminating in a wide-ranging revision that takes victims seriously, and offenders as well. Dubber here salvages the project of vindicating victims' rights for its own sake, rather than as a weapon in the war against criminals. Uncovering the legitimate core of the victims' rights movement from underneath existing layers of bellicose rhetoric, he demonstrates how victims' rights can help us build a system of American criminal justice after the frenzy of the war on crime has died down.

Sexual Violence and Restorative Justice: Addressing the Justice Gap

This book examines the degree to which restorative justice can contribute to a more enhanced justice response than that currently offered by criminal legal approaches alone, to victims, offenders, and their communities in cases of sexual crime. Concerned by the high attrition rates for sexual crime and the secondary victimization reported in victim accounts, annual reports from court and prosecutor services, and the empirical literature, the book analyses the extent to which restorative justice can address the justice gap that exists in current justice provision. Building on clinical experience and earlier research on sexual crime the researchers engage with the complex dynamics and traumatic impact of sexual violence as a critical starting point for their research and examine whether restorative justice can be appropriate for this crime too. The book presents extensive new data on restorative justice as applied in sexual violence cases across the globe. It engages with feminist concerns regarding the traumatic impact of sexual violence and the potential for re-traumatization; the power imbalances that characterize these offenses and the potential for re-victimization; the potential for coercion of the victim to participate in the process; the potential for manipulation of restorative justice by the offender; and the potential that restorative justice could lead to the reprivatization of sexual crime and ultimately to its decriminalization. Having examined these topics in detail the book concludes there is an important role for restorative justice as a victim-centred service in addressing the justice gap that exists after sexual crime and offers guidance on how this can be achieved.

Money laundering through video games, a criminals’ playground

Money laundering and video games provide opportunities to criminals for easier and less detectable methods of performing money laundering. These actions may be used as part of a system of transactions, by these criminals, to further disguise the origins of their funds. The use of videogames as a tool to launder money is something that has been only briefly explored. This work identifies the ways that money laundering through video game secondary marketplaces can offer benefits to criminals looking to launder money, versus the use of traditional money laundering methods. We explore the potential for using publicly accessible data, such as that available from the Steam Marketplace, to identify suspicious transactions that may indicate the existence of money laundering within these platforms. This research focused on identifying irregularities in the frequency and quantity of trades on the Steam Marketplace. The results of this investigation show that identifying, using very simple money laundering detection methods, possible cases of money laundering within transactional data from the Steam Marketplace is possible. The data used shows that there were several suspicious transactions and accounts that could warrant further investigation and may be involved in activity that represents money laundering. As a result of this, there is scope for further investigations using larger data sets and examination of other publicly accessible data using a greater range of methods to identify suspicious transactions including, but not limited to, the value of transactions and location.

Domestic Violence Reports and the Mental Health and Well-Being of Victims and Their Children

We study the costs associated with domestic violence (DV) in Norway by comparing outcomes before and after a DV report, using those who will be victimized in the future as controls. A DV report is associated with increased mental health diagnoses for both victims and their children and reduced financial resources. Victims experience marital dissolution, more doctor visits, lower employment, reduced earnings, and higher use of disability insurance. Their children are more likely to receive child protective services and commit a crime. Using a complementary regression discontinuity (RD) design, we find declines in children’s test scores and grade completion.
