HermanGoldstein’s(1979,1990)visionofproblem-orientedpolicing(POP)hasnot beendifficulttosell,atleastinprinciple,andinthe30yearssincehefirstmooted itmanyscholarsandpoliceagencieshaveboughtintoit.POPpromisesamove awayfrommanagerialpriorities,standardized(andoftenineffective)waysofworking,andlaw enforcementasanendinitself.Itfocusesinsteadonrelevantcommunityconcerns,theopenmindedpursuitofethicalandeffectivesolutionstorecurrentproblems,andattentiontoresults tolearnbetterhowtodealwithsimilarproblemsinthefuture.Italsosuggestsanefficientand effectivewayofhandlingheavydemandsonpolicetime,byresolvingproblemsratherthan simplybyrespondingtothemincidentbyincident.
