Cities and Violence: An Empirical Analysis of the Case of Costa Rica

The world’s urban population is booming; by 2050, six and a half billion people will be living in urban areas (World Bank, 2011a). On the one hand cities are significant population, infrastructure and economy hubs, as well as centers of political power; on the other hand, according to a time-proved assumption provided by the social sciences, the growth of cities tends to lead to disruption and crime (Shaw and McKay, 1942). The focus of this study on the city level is in line with the gradual transformation of governance and the growing importance of urban political economies (Sassen, 2006). In a public policy domain, the urban lens is useful for addressing site-specific issues – especially in the field of security (UN-Habitat, 2012; Jaitman and Guerrero, 2015). Crime rates tend to reveal geographic patterns, with higher concentration in urban areas (Eck and Weisburd, 2015; Johnson et al., 2007; Curman, Andersen and Brantingham, 2015; Gill, Wooditch and Weisburd, 2017). Understanding the degree to which urban concentration affects crime incidents is a fundamental issue to better plan crime prevention strategies and reduce violence. Focusing on the urban dimension of violent crime, the main aim of this study is to examine the relationship between the degree of urban concentration and the number of serious offenses, particularly homicides. Most existing research is focused on developed countries1 and often has methodological problems, mostly due to the use of databases with poor data quality. This problem is especially acute in developing countries, where crime statistics are usually fragmented, inconsistent, and aggregated only to the most macro levels. The lack of information and the weak national statistical systems are an important challenge for conducting rigorous research. It is important to emphasize that our contribution is not only in terms of providing additional evidence, but also in terms of the type of context that we analyze. As Ajzenman and Jaitman (2016:9) remark, providing empirical evidence from developing countries is crucial, given that “developing and developed countries are different in many dimensions, and also because crime levels tend to be much higher in the developing world and, in particular, in Latin America”. Specifically in Latin America, one of the main characteristics of the phenomenon of crime and violence is the degree of geographic concentration. Urban homicide rates are much higher than the average homicide rate, and almost half of all homicides are concentrated in 10% of municipalities (IDB, 2017). Violence in cities is not only homicidal and includes all types of crimes. Among the main causes associated with the concentration of crimes in urban areas, Alvarado and Muggah (2018) highlight those linked to the existence of large poor and peripheral neighbourhoods, the presence of disorderly urbanization and youth unemployment. Regarding our case study, Costa Rica, Vilalta Perdomo, Castillo and Torres (2016) highlight a series of specificities in the link between urbanization and delinquency. They point out that the Costa Rican population is largely concentrated around so-called Gran Área Metropolitana (GAM). They remark that, according to the Instituto Nacional de Estadística y Censos (INEC), in 2011 this area occupied 4% of the national territory and concentrated 53% of the population. Most of the country’s crimes take place in this area, which is characterized by higher unemployment, but also higher education and income levels. Higher education is related to higher earnings, which means that there are more potential victims for crimes against property. The authors also indicate that, within the GAM, San Jose is considered the most important zone of the country for the cocaine trade. Consequently, the GAM as a whole, and San Jose in particular, present the greatest challenges for public policies, especially in relation to urban development and public safety. Our in-depth econometric analysis of Costa Rica – a country of the Global South with significant urbanization and inequality rates – uses highly disaggregated socioeconomic data. It focuses on a wide range of types of crimes, in combination with econometric techniques which test for the presence of endogeineity, which constitutes a significant empirical contribution to the existing literature. The article is organized as follows. The next section presents a literature review in the field of urban violence in Latin America and Costa Rica. Its main objective is to provide a general context of citizen insecurity in the region and, particularly, the country, before presenting the case study in the third section. This empirical part develops an econometric model in order to demonstrate the connection between urban concentration and crime, particularly homicides.

Collusion, Co-Optation, or Evasion: The Politics of Drug Trafficking Violence in Central America

Why do drug traffickers sometimes decide to use violence, but other times demonstrate restraint? Building on recent work on the politics of drug violence, this article explores how Central American drug trafficking organizations’ strategies impact their use of violence. I argue that three inter-related political factors—corruption, electoral competition, and the politicization of the security apparatus—collectively determine the type of relationship between traffickers and the state that will emerge. That relationship, in turn, determines the primary strategy used by traffickers in that country. Drawing on over two years of comparative ethnographic fieldwork in key transshipment points along the Caribbean coast of Central America, I show how co-optation strategies in Honduras have resulted in high levels of violence, evasion strategies in Costa Rica have produced moderate levels of violence, and collusion strategies in Nicaragua have generated the lowest levels of drug-related violence.

Youth Gangs in Liberia: Motives, Structure and Illicit Economies

Gangsterism in Liberia lies at the intersection of a society ravaged by civil war, a declining economy, social exclusion of a bulging underclass, collusion between state officials and illicit markets, and inefficient law enforcement. For youths, gang involvement offers a sense of belonging, a surrogate family structure, and a means of protection and economic benefits. Gangs are also available for hire by politicians, criminal networks and business people seeking to intimidate their opponents or protect properties. Key recommendations • A policy against gangsterism and criminal groupings is urgently needed in Liberia. A comprehensive policy would offer opportunities for a holistic response that involves the improved provision of public services, including enhanced law enforcement, in communities. • Youth-focused development is a critical priority for addressing the causes of gang violence and drug abuse in Liberia. Without discounting the importance of quick-impact youth empowerment initiatives, development programmes need to be long-term. • Schools should have drug prevention programmes. • International support could help Liberia establish treatment and rehabilitation centres to address substance abuse and criminality. • The Economic Community of West African States and African Union should establish a joint task force with Liberia, Sierra Leone and Guinea to disrupt kush production points Research Paper and supply chains

The trouble with trauma: Interconnected forms of violence in the lives of repeatedly criminalised men

Focus on the interconnection of interpersonal violence, adverse childhood experiences (ACEs), trauma and justice-involvement has increased interest internationally among policymakers and practitioners working within criminal justice contexts for ‘trauma-informed’ approaches and interventions which facilitate recovery. This article discusses limitations of employing these concepts to make sense of the lives of criminal-justice involved people. Drawing on UK-based research using interviews and collage-workshops to gather autobiographical narratives of 16 repeatedly-criminalised men, a case vignette is presented to show the institutional and structural contexts of interpersonal violence, and the critical role of the criminal justice system (CJS) in obscuring and perpetuating violence. This raises doubt about the CJS's capacity to respond to trauma. The contribution of this article is to integrate theoretical conceptualisations of violence and empirical findings to critique the possibility of trauma-informed practice (TIP) within a criminal justice context.

Don’t call it a comeback! Revictimization and the cycle of violence at micro‑places

This study presents a new perspective on the influence of time and the reoccurrence of crime problems at micro-places. I examined 342,690 aggravated assault incidents reported to the Chicago Police Department from 2001 to 2020 using a longitudinal repeat and near-repeat research design combined with cumulative incidence graphs across different temporal windows. There are two distinct periods to observe the revictimization of violence at micro-places. There is immediate risk after an incident within a week followed by a longer period with lower risk across 2 to 4 years when crime often routinely circles back to the same locations. Future research should continue to refine understanding of cyclical patterns or the “life course” of crime at micro-places to enhance the efficacy of place-based crime prevention strategies.

The terrible trade-off: How the hidden cost of organised crime harms cities, and what can be done about it

Organised crime poses one of the greatest threats to national security and development in the 21st century. Despite this, most policy, data collection, and scholarly research focuses on individuals and disorganised violence. Our work addresses several critical gaps in knowledge:

  • What are the incentives for gangs to engage in violence and socially costly behaviour?

  • Which are the trade-offs that practitioners face when deciding how to engage with organised violence?

  • What type of information do relevant decision-makers need to inform their policies?

  • Which are the most relevant tools for tracking down gang behaviour and use of violence?

We address these questions in the context of Medellín, Colombia’s second largest and most important city. Over the past six years, our work has covered a broad methodological spectrum, including:

  • qualitative data collection through interviews with dozens of criminals and criminal justice experts;

  • quantitative data collection from thousands of citizens in surveys representative at highly localised levels;

  • active collaboration with local relevant stakeholders such as the city administration and the local police department;

  • quasi-experimental evaluations of long-running policies dating back to the 1980s; and

  • experimental evaluations of marginal improvements in state presence in violent and gang controlled areas.

Our preliminary findings point to terrible trade-offs, where authorities face plausibly impossible questions when balancing short-term gains in violence reduction and sacrifices in state legitimacy, with long-term uncertainty concerning both violence and state legitimacy. We highlight preliminary recommendations for guiding policy decisions.

Wanting sex and willing to kill: Examining demographic and cognitive characteristics of violent “involuntary celibates”

Over the past several years, an online community of self‐described “incels,” referring to involuntary celibates, has emerged and gained increased public attention. Central to the guiding incel ideology and master narrative are violent misogynistic beliefs and an attitude of entitlement, based on male gender and social positioning, with respect to obtaining desired and often illusory sexual experiences. While violence and hate speech within the incel community are both common, there exists a notable subset of incels who have been willing to act on those violent beliefs through the commission of acts of multiple murder. This study explores the demographic, cognitive, and other characteristics of seven self‐identified incels who have attempted and/or successfully completed homicide. The findings suggest that although self‐perceptions tend to reflect either grandiosity or self‐deprecation, homicidal incels share similar demographic characteristics and dense common clusters of neutralization techniques, cognitive distortions, and criminal thinking errors.

Factors associated with homicide in Manaus, Amazonas, Brazil, 2014

Objective: to identify characteristics, magnitude and factors associated with homicide in Manaus-AM, Brazil.

Methods: cross-sectional study, with data from the Mortality Information System (SIM); homicide rates and odds ratio (OR) were estimated, comparing to other external causes, for 2014; logistic regression was used.

Results: of the 1,657 violent deaths, 913 were due to homicide; homicide rate was of 55.8/100 thousand inhabitants (95%CI 52.1;59.7); odds ratio was higher among males (OR 3.4; 95%CI 2.3;5.1) when compared with females; among single (OR 1.6; 95%CI 1.1;2.5) and widowed individuals (OR 4.1; 95%CI 1.1;15.6), when compared with married individuals; at night/early hours (OR 2.1; 95%CI 1.6;2.9) and in the afternoon (OR 1.7; 95%CI 1.2;2.4), when compared with the morning period; the probability was higher among individuals under 35 years, with less schooling.

Conclusion: homicide mortality in Manaus was high, especially among males and young individuals with less schooling.

PARADISE LOST? FIREARMS TRAFFICKING AND VIOLENCE IN ECUADOR

Ecuador is experiencing an unusual growth in violence and criminality. In addition to being among the 10 countries with the greatest incidence of criminality in the world,1 it currently has the highest rate of violent deaths in Latin America, 47.25 for every 100 000 residents,2 eight times higher than in 2016, the year Ecuador recorded its lowest rate since 1980.3 In less than a decade, it has gone from being the second safest country in South America (after Chile)4 to becoming the most violent. Firearms play a central role in this security crisis. According to the 2023 Global Organized Crime Index,5 arms trafficking is one of the largest-growing criminal markets in the country. Firearms have become an instrument for strengthening the capacity of criminal organizations dedicated to drug trafficking and illegal mining, as well as a way to assert territorial control. In 2023, firearms were involved in nine out of every 10 violent deaths in the country.6 As shown in Figures 1 and 2, since 2020 the number of homicides has virtually doubled year after year, as well as the recurrence of the use of firearms. These figures exceed the regional and worldwide averages of violence committed with these devices.7 In addition, while young men have accounted for the majority of the violent deaths recorded, the assassinations of women have also grown significantly in recent years. In the case of the femicides recorded in 2023, a total of 321 violent deaths of women were gender-related, 37% of which were committed using firearms.8 The centrality of firearms in the dynamics of violence in Ecuador is the result of the loosening of internal regulations that permit the import, manufacture, commerce and carrying of weapons. Despite the growth in armed violence, on 1 April 2023 the Ecuadorian government relaxed several measures that expanded the legal market for firearms. These decisions were adopted despite the institutional inability of the state to exercise effective control over the permits to carry and possess weapons;9 the growing corruption in security-related institutions;10 and the harsh criticism by some sectors of civil society of the government for having fostered the adoption of measures on self-protection and the privatization of security instead of promoting a public security policy.

This change has facilitated the proliferation of arms amid a process of expansion of criminal activities in the country, which has in turn led to the growth of an active and concerning market for arms. Without a doubt, the increase in violence is related to the increase in arms trafficking, which, in addition to being lucrative, facilitates other crimes, such as drug trafficking, extortion, illegal mining, contract killings and kidnappings.

Complaint Mechanisms: Reporting Pathways for Violence, Abuse, Neglect and Exploitation

This report understands a complaint mechanism as a procedure within an organisation, institution or governing authority which allows individuals to report negative experiences and problematic conduct and policy; seek individual rectification; and, where appropriate, trigger system change. Additionally, in this report, the term ‘complaint mechanism’ can refer to the diverse range of public bodies and agencies that are made responsible for handling complaints, which includes various commissions, ombuds, government departments and bespoke complaint or oversight agencies.

Some people with disability utilise complaint mechanisms to report violence, abuse, neglect and exploitation. As shall be discussed, the use of complaint mechanisms to report such experiences creates a number of unique challenges, including whether existing complaint mechanisms are fit for purpose, whether complaint mechanisms are able to guarantee equality before the law and equal rights to justice for people with disability, how complaint mechanisms relate to other reporting pathways, in particular police and courts, and whether complaint mechanisms are able to protect individuals from violence and create system change to prevent violence. Raising these concerns does not mean that complaint mechanisms may not be appropriate or desired pathways for people with disability who want to report and seek justice for violence, abuse, neglect and exploitation. Indeed, a complaint mechanism may be able to offer forms of just process and justice in outcome that are not available through police and courts. However, much care is required in the design of complaint mechanisms as reporting pathways for violence, abuse, neglect and exploitation to ensure that they are effective in terms of process and outcome, including in achieving a broader goal of violence prevention.

This report provides guidance to the Royal Commission into Violence, Abuse, Neglect and Exploitation of People with Disability (the Disability Royal Commission) on the design of accessible and inclusive complaint mechanisms which function as a reporting pathway for violence, abuse, neglect and exploitation. Our report puts forward an ideal approach to creating accessible and inclusive responses to complaints of violence, abuse, neglect and exploitation of people with disability. The report utilises contemporary understandings of human rights, violence prevention, procedural justice and justice in outcome to identify the principles that should inform the design of complaint mechanisms to optimise their function as reporting pathways for violence, abuse, neglect and exploitation. The report centres lived experiences of people with disability, providing extensive accounts of people navigating complaint mechanisms in relation to violence, abuse, neglect and exploitation. The report further provides a mapping of the Australian complaint mechanism landscape, through a survey of website information, and where appropriate, policy or legislation, identifying some common features and limitations of existing complaint mechanism approaches, particularly in relation to the reporting of violence, abuse, neglect and exploitation.

Our conclusions in brief (explored in detail in Chapter 8) can be summarised as follows:

a) The Structural Drivers of Violence and Complaint Mechanisms. Much of the violence, abuse, neglect and exploitation experienced by people with disability is driven by structural factors, including as a result of segregation and institutionalisation. For a range of reasons, complaint mechanisms, even when designed in accordance with ‘best practice,’ can be poorly equipped to deliver either individual rectification or the large-scale transformational change required to address and prevent violence, abuse, neglect and exploitation.

b) Complaint Mechanisms, Equality before the Law, and Legally Authorised Violence. Many complaint mechanisms are not necessarily equipped to provide justice in relation to violence, abuse, neglect and exploitation. This is because many complaint mechanisms are non-independent and combine regulatory oversight with complaint resolution processes. They are thus potentially established with a policy goal to regulate services and maintain codes of conduct, and not necessarily designed to respond to violence, abuse, neglect and exploitation from a victim-centred and justice-focused perspective. Further, if there is a social or institutional expectation that some people with disability should use complaint mechanisms, rather than police or courts, to report violence, abuse, neglect and / or exploitation, then this potentially undermines equality before the law since this means some people with disability do not have access to the forms of justice that are available to the rest of the community. This problem is further complicated by the existence of legally authorised forms of violence, such as restrictive practices. However, despite these concerns, it is acknowledged that many people with disability utilise complaint mechanisms to report violence, abuse, neglect and exploitation, and that in some cases these pathways may be preferred over the criminal justice system due to the different forms of just process and justice in outcome that they may offer.

c) Improving Process and Outcome. Based upon this report’s survey of website information, and where appropriate, policy or legislation, there are many improvements that can be made to many existing complaint mechanisms at the level of stated process and outcome to enhance their ability to respond to violence, abuse, neglect and exploitation. Improvements can be made through access to and consistency of information; dedicated reporting pathways for violence, abuse, neglect and exploitation; application of accessibility standards and the availability of supported decision making; increased clarity on how complaint mechanisms interact with and complement police and courts; and increased clarity on outcomes available as a result of a complaint, including for system transformation.

d) An Independent Complaint Mechanism for Violence, Abuse, Neglect and Exploitation. While improvements to existing mechanisms are possible, there remains a need for an independent complaint mechanism to respond to violence, abuse, neglect and exploitation, with strong perceived independence, neutrality, transparency, trustworthiness, effectiveness and capacity to support and recognise the voice of complainants. At present, this independent, dedicated, pathway for reporting violence, abuse, neglect and exploitation experienced by people with disability does not appear available within the existing terrain of relevant Australian complaint mechanisms.

e) A National Redress Scheme. Much violence, abuse, neglect and exploitation is historical in nature, including violence, abuse, neglect and exploitation that is supported by legally and socially authorised forms of segregation, institutionalisation and society wide discrimination. There is a pressing need for governments and society to acknowledge the role of historical injustices committed against people with disability in creating the conditions for current mass scale violence. In this context, a National Redress Scheme would serve an important role as both a form of transitional and transformative justice, and as an additional pathway for reporting violence, abuse, neglect and exploitation that is historical in nature.

f) Improved Processes for Police and Courts. While out of scope for this report, improvements in responses of police and courts to violence, abuse, neglect and exploitation experienced by people with disability would work in a complementary way with improvements to complaint mechanism pathways, and ensure equality before the law and equal rights to justice for people with disability.

Violence and criminality: two modalities found in the context of the Colombian armed conflict

Colombia is among the countries with the highest levels of violence and crime in the world, despite the peace agreements between the State and different armed groups, including the FARC. This is partly due to the fact that the Colombian case is complex and multifaceted because of the variety of participants in the armed conflict context and due to the mutation of new actors, under the modality of organized crime. Based on the above, the objective is to study the Colombian reality, contextually and diachronically, from theoretical and epistemological elements to demonstrate how violence and criminality factors intersect in the context of the armed conflict. The study concludes, among other findings, that in Colombia the ambiguity and the multiplicity of terms used to name the emerging criminal groups presents a legal problem because of their hybrid composition and regarding their treatment within or outside of the armed conflict.

Violence Against Teachers Among the 50 Largest U.S. School Districts: Predictors, Consequences, and School Responses

This report summarizes a research project on violence against teachers in the 50 largest school districts in the U.S. The report discusses the project’s main goals and objectives; research design and methodology, including data collection and sample; and research findings. It also examines school policies, and notes some conclusions and implications for practice. The results section explores the prevalence of seven distinct types of victimization that occurred during Waves I and II of the research project, along with negative impacts on victimized teachers, such as emotional distress and distrust of students. The report also examines how school administrators respond to incidents of teacher victimization and the satisfaction or dissatisfaction of victimized teachers regarding the school responses. The Appendix documents include four manuscripts that have either been accepted or are under review for publication in academic journals, providing detailed examinations of the primary goals and key findings of the research.

The impact of childhood sexual abuse on interpersonal violence in men: A systematic review

The current systematic review aimed to critically examine the growing body of literature proposing that there is an ‘intergenerational cycle’ of violence, whereby victims of abuse during childhood are posited to have a higher propensity of becoming perpetrators during adulthood. Specifically, this review examined whether there is quality evidence supporting the relationship between childhood sexual abuse victimisation and interpersonal violence perpetration (sexual/physical) in adult men. 20 studies published between 1992 and 2022 were included in this review. The quality of studies was systematically assessed to provide a weighted conclusion to the primary research question. Overall, there was limited evidence to confidently support or reject the link between childhood sexual abuse and physical and/or sexual violence in adulthood for men. The current review found that whilst there were studies that found associations on a univariate and multivariate level between childhood sexual abuse and interpersonal violence in adult men, only 25 % of the papers included in this review were deemed high-quality and significant methodological issues limit the validity of conclusions made. Addi tionally, a sizeable proportion of high-quality studies at both univariate and multivariate levels of analysis suggest mixed results or did not find a significant relationship. Implications for future research studies in this area in terms of the encouragement of a more critical stance towards the assumption of ‘intergenerational cycles’ of violence as well as recommendations for methodological improvements of studies were discussed.

Evidence-based policy in a new era of crime and violence prevention and social justice

The present state of calls for and efforts to implement evidence-based policy provide a powerful foundation for propelling a movement toward bringing about rational, cost-efficient, and humane policies for reducing aggression, crime, and violence. The main aim of this article is to report on new developments in evidence-based policy (EBP)—what we view as giving rise to a new era in crime and violence prevention and social justice. The article describes major advances, both in research and policy, and discusses pressing challenges that confront EBP in crime/violence and justice, drawing on key findings from a new, comprehensive book project. The overall conclusion of the findings is heartening and yet sobering. Research and policy have made substantial progress, but there is much more to be done. The specific details of this work are organized around three questions that are foundational to evidence-based crime/violence and justice policy today: (a) How is research contributing to and guiding EBP? (b) What are productive and new ways to think about EBP? and (c) What are strategies for pro moting greater use of EBP?

The Labor Market Effects of Drug-Related Violence in a Transit Country

We estimate the effects of drug-related violence on individual labor market outcomes in a transit country. Transit countries do not have enough market power to determine the global supply or demand of drugs yet must deal with the consequences of drug trafficking activities. We implement a Bartik-type instrumental variables strategy which assumes that violence in Honduran municipalities located along drug transport routes changes when coca production in Colombia grows or contracts. Our results show that drug-related violence has negative effects on extensive and intensive margin labor market outcomes for transit country workers and has greater effects on women than men.

Militarized Approaches to Serious and Organized Crime: Approaches and Policy Implications

This annotated bibliography includes research and evidence on militarized approaches to combating serious and organized crime (SOC) in various contexts. Militarised approaches involve using military forces or methods to deter and disrupt SOC groups. These approaches have been employed in states facing high levels of violence, fragile and conflict-affected contexts, post-conflict settings, and against threats like piracy and wildlife crime. The research finds that the evidence on the effectiveness of militarised approaches is largely negative. While there are a range of militarised approaches, applied in a variety of contexts, most papers nevertheless agree that military force, or military techniques, can only address one facet of SOC at best, and need to be linked with a range of other measures such as policing, rule of law interventions and economic interventions, to effectively combat SOC. As well as drawing resources away from these other measures, militarised approaches have also been found to have a number of direct and indirect negative effects, such as human rights abuses, increases in violence, and undermining the rule of law.

Judging Complicity:  How to Respond to Injustice and Violence

How should those profiting from injustice and violence respond to their complicity? And how can they remain responsive when faced with the many ways in which they are entangled in an unjust world? We are at a deciding moment in affluent (Western) societies when it comes to addressing these kinds of questions. On the one hand, there is cause for optimism: the last decade has seen a significant shift towards open discussion of patriarchal society, institutional racism, capitalist exploitation, and the destruction of the environment, amongst many other contemporary political problems. Social movements such as #MeToo, Black Lives Matter, Fridays for Future, and Occupy Wall Street have helped turn assuming responsibility for violence and injustice into a dominant political issue. As a consequence, unjust practices, as diverse as Amazon’s working conditions and the Oxfam sexual exploitation scandal, are met with global condemnation. Debates about how those benefiting from exploitation and expropriation can act more responsibly now pervade many aspects of everyday life, from what to eat and wear, to who has what kind of opportunities. On the other hand, societies continue to be characterized by a failure to act upon the omnipresent demands for facing up to one’s involvement in injustice. Racism, sexism and ableism, and the exploitation of minorities, poorer countries and people, and nature all remain integral parts of human existence. The re-emergence of reactionary populist forces and parties in the US and large parts of Europe, together with the consolidation of power by authoritarian leaders across the world, has exacerbated the problem. The enduring failures by complicit actors to address injustice are cause for much despair and frustration. However, they have also served as catalysts for a sustained scholarly reflection on the complexities of complicity and how to address them (Beausoleil, 2019;  Hayward, 2017; Mihai, 2022; Schaap, 2020). It is my intention in this book to contribute to this interrogation and to think further how people can appropriately respond to their complicity in injustice and violence. To this end, I begin with a constructive evaluation of recent scholarship on complicity.

National Burden of Injury and Deaths From Shootings by Police in the United States, 2015–2020

Objectives.To describe all-outcome injurious shootings by police and compare characteristics of fatalversus nonfatal injurious shootings nationally.Methods.From July 2021 to April 2023, we manually reviewed publicly available records on all2015–2020 injurious shootings by US police, identified from Gun Violence Archive. We estimated injury frequency, case fatality rates, and relative odds of death by incident and victim characteristics.Results.A total of 1769 people were injured annually in shootings by police, 55% fatally. When a shooting injury occurred, odds of fatality were 46% higher following dispatched responses than police-initiated responses. Injuries associated with physically threatening or threat-making behaviors,behavioral health needs, and well-being checks were most frequently fatal. Relative to White victims,Black victims were overrepresented but had 35% lower odds of fatal injury when shot.Conclusions.This First multi-year, nationwide analysis of injurious shootings by US police suggests that injury disparities are underestimated by fatal shootings alone. Non-policing responses to social needs may prevent future injuries.Public Health Implications.We call for enhanced reporting systems, comprehensive evaluation of emerging reforms, and targeted investment in social services for equitable injury prevention.

Harassment and Violence Against Health Professionals Who Provide Reproductive Care Proceedings of a Workshop–in Brief

The Unsolved Crime in “Total Peace”: Dealing with Colombia’s Gaitanistas

What’s new? With its “total peace” policy, the Colombian government aims to engage all the country’s armed groups in talks, but it has no dialogue underway with the largest armed criminal outfit, the Gaitanista Self-Defence Force. This gap is significant, given the Gaitanistas’ deep pockets and their drive to expand. Why does it matter?From their Atlantic coast stronghold, where they run some of the country’s main drug trafficking routes as well as migrant smuggling rackets, the Gaitanistas exercise coercive control of numerous communities. If they remain outside peace talks, they could undermine negotiations with other groups or capitalise on their demobilisation. What should be done?Bogotá should start down a path of progressively more substantive discussions with the Gaitanistas aiming, first, to reduce violence against civilians and, secondly, to discuss legal conditions for laying down arms. In parallel, the police and military should continue operations to protect civilians and press the group toward talks. Latin America Report N°105
