FIRE BEHAVIOUR INDEX AUSTRALIAN FIRE DANGER RATING SYSTEM

To most Australians, fire danger forecasting is embedded within our cultural identity and history. It’s as Australian as kangaroos, the Holden Ute and the Sydney Opera House.

For the last six decades Australians have relied heavily on the pioneering work of Alan McArthur who developed the Forest Fire Danger Index and Grassland Fire Danger Index. The system has served Australians well and with only minor adaptations to meet local needs, it remains largely unchanged. The most significant adjustment came after the 2009 Black Saturday fires in the state of Victoria which, in one afternoon, burned through more than 450,000 hectares and resulted in the devastating loss of 173 lives.

Following a Royal Commission investigation into the fires, it was recognised that McArthur’s system was being applied well beyond the original design. As a result, categories were added, including one at the top end of the fire danger scale reflecting conditions beyond the existing maximum of 100. Importantly, it was also recognised that there was a need to incorporate new science and technological developments (for example, remote sensing, landscape mapping, higher computational capability) into calculating and interpreting fire danger.

The Chemistry of Fires at the Wildland-Urban Interface (2022)

Wildfires in America are becoming larger, more frequent, and more destructive, driven by climate change and existing land management practices. Many of these fires occur at the wildland-urban interface (WUI), areas where development and wildland areas overlap and which are increasingly at risk of devastating fires as communities continue to expand into previously undeveloped areas. Unlike conventional wildfires, WUI fires are driven in part by the burning of homes, cars, and other human-made structures and in part by burning vegetation. The interaction of these two types of fires can lead to public health effects that are unique to WUI fires.

This report evaluates existing and needed chemistry information that decision-makers can use to mitigate WUI fires and their potential health impacts. It describes key fuels of concern in WUI fires, especially household components like siding, insulation, and plastic. It examines key pathways for exposure, including inhalation and ingestion, and identifies communities vulnerable to exposure. The report recommends a research agenda to inform response to and prevention of WUI fires, outlining needs in characterizing fuels and predicting emissions and toxicants.

Building a Whole-of-Government Strategy to Address Extreme Heat

From the document: "From August 2023 to March 2024, the Federation of American Scientists (FAS) talked with +'85 experts' to source '20 high-demand opportunity areas for ready policy innovation' and '65 policy ideas.' In response, FAS recruited '33 authors to work on +18 policy memos' through our 'Extreme Heat Policy Sprint' from January 2024 to April 2024, 'generating an additional +100 policy recommendations' to address extreme heat. Our experts' full recommendations will be published in April 2024; this report previews key findings. In total, FAS has collected '+165 recommendations for 34 offices and/or agencies.' Dangerous or Endangered? Race and the Politics of Youth in Urban America

How do you tell the difference between a “good kid” and a “potential thug”? In Dangerous or Endangered?, Jennifer Tilton considers the ways in which children are increasingly viewed as dangerous and yet, simultaneously, as endangered and in need of protection by the state.
Tilton draws on three years of ethnographic research in Oakland, California, one of the nation’s most racially diverse cities, to examine how debates over the nature and needs of young people have fundamentally reshaped politics, transforming ideas of citizenship and the state in contemporary America. As parents and neighborhood activists have worked to save and discipline young people, they have often inadvertently reinforced privatized models of childhood and urban space, clearing the streets of children, who are encouraged to stay at home or in supervised after-school programs. Youth activists protest these attempts, demanding a right to the city and expanded rights of citizenship.
Dangerous or Endangered? pays careful attention to the intricate connections between fears of other people’s kids and fears for our own kids in order to explore the complex racial, class, and gender divides in contemporary American cities.

Building a More Equitable Community: Subtitle Pasts and Potential Futures for Brownsville, Brooklyn

This report provides a framework for developing an equitable development theory of change for Brownsville, Brooklyn. While Brownsville is a neighborhood with significant social and economic challenges it has a strong history and presence of community activism and action. The report presents an overview of Brownsville’s economic and social context, conducts a typology review of existing studies and planning documents focused on the neighborhood, and lays out a high-level plan for a ten-year equitable development plan for the community. The plan’s framework has four main components: economic opportunity, education and youth development, housing, and the built and social environment. We discuss how this plan fits into already-existing efforts and we present recommendations for local policymakers, advocates, organizations, and the community based around three themes: ongoing research and community assessment, identification and tracking of initiatives over time, and building community and stakeholder support.
