[...] A full understanding of the response of local, state, and federal law enforcement agencies and personnel is critical for addressing many unanswered questions, identifying crucial lessons learned, enhancing prevention initiatives, and improving future preparation for and responses to mass shootings in other communities. In providing a detailed accounting and critical assessment of the first responder actions in Uvalde, and the efforts since to ameliorate gaps and deficiencies in that response, the CIR is intended to build on the knowledge base for responding to incidents of mass violence. It also will identify generally accepted practices for an effective law enforcement response to such incidents. School Shootings Increase NRA Donations

The United States has experienced a sharp increase in school and mass shootings in recent years. Previous research has primarily focused on the effects of these events on support for gun regulation and electoral outcomes. This paper focuses on a heretofore understudied consequence of school shootings: counter-mobilization by the pro-gun political right. I provide causal estimates of the impact of school shootings on non-electoral political participation on the right in affected counties by examining donations to the NRA Political Victory Fund (NRA-PVF). Using a staggered difference-in-differences setup, my event study indicates that school shootings lead to an approximately 30% increase in donations compared to the pre-treatment baseline, with elevated levels persisting for several years.

The Thin Blue Line in Schools: New Evidence on school-Based Policing across the U.S.

U.S. public school students increasingly attend schools with sworn law enforcement officers present. Yet little is known about how these school resource officers (SROs) affect school environments or student outcomes. Our study uses a fuzzy regression discontinuity (RD) design with national school-level data from 2014 to 2018 to estimate the impacts of SRO placement. We construct this discontinuity based on the application scores for federal school-based policing grants of linked police agencies. We find that SROs effectively reduce some forms of violence in schools, but do not prevent gun-related incidents. We also find that SROs intensify the use of suspension, expulsion, police referral, and arrest of students. These increases in disciplinary and police actions are consistently largest for Black students, male students, and students with disabilities.''

K-12 School Shootings in Context: New Findings from The American School Shooting Study (TASSS)

The American School Shooting Study (TASSS) is an ongoing mixedmethod project funded by the National Institute of Justice to catalog US school shootings. It has amassed data based on open sources and other public materials dating back to 1990. This brief presents new insights from TASSS, diving deeper into the database’s potential to examine the locations, timing, and student involvement of youth-perpetrated gun violence.

Although statistically rare, fatal and nonfatal shootings in the United States at elementary, middle, and secondary schools remain important crime problems with significant public policy implications. Indeed, the impact of such violence exceeds the devastating fatalities and immense sorrow that survivors, families, and communities experience. Even one gunshot fired at a school can subject numerous individuals to the traumas of gun violence.1 Recent polls indicate that school shootings can also sway broader public views on crime, including attitudes toward violence reduction.2 As a result, school shootings have become a focal point of US politics, sparking crucial debates on the most effective strategies for preventing and responding to gun violence, both inside and outside K-12 schools.

An Updated Look at Mass Public Shootings in America Over the last two years, there have been a number of high-profile mass public shootings in the United States that have dominated the headlines and captured the attention of the public and policymakers alike—from Buffalo, New York (May 14, 2022; 10 dead) to Uvalde, Texas (May 24, 2022; 21 dead), Highland Park, Illinois (July 4, 2022; 7 dead), Monterrey Park, California (January 21, 2023; 11 dead), and Louisville, Kentucky (April 10, 2023; 5 dead). Although mass public shootings rarely made headlines during the height of the pandemic, the frequency of events has since rebounded to pre-COVID levels. Consequently, these and other mass public shootings have reinforced the need to do more to prevent these tragedies from occurring and to mitigate the harms to individuals and communities if and when they happen. To achieve these goals, it is important to understand the trends associated with the phenomenon of mass public shootings.

The Regional Gun Violence Research Consortium (the Consortium) first published a report in 2018 analyzing 51 years (1966–2016) of mass public shootings data.1 In order to better understand the phenomenon of mass shootings, the report presented information on the location of shootings, weapons used, and demographics of the perpetrators. A follow-up report released in 2021 integrated an additional four years of data (2017–20).2 These reports were based on a comprehensive database of US mass public shootings from researchers Jaclyn Schildkraut and H. Jaymi Elsass.3 As the United States continues to face record rates of gun violence,4 with mass public shootings also increasing in frequency, the need for evidence-based policies is all the more important. A starting point, however, is understanding the different contexts and characteristics of various forms of firearm violence. Mass public shootings, although among the rarest forms of gun violence, require different strategies for prevention and response from other incidents. These shootings often involve considerable planning, which can provide important opportunities for identification, intervention, and de-escalation of the threat before it is carried out, unlike other forms of more spontaneous gun violence.5 Additionally, mass public shootings often are random in nature and occur in large, open public spaces, which present different challenges— including preventative security measures and law enforcement responses—from targeted incidents and those that occur in private locations.

For this Initial Report, the Commission emphasized two major priorities—what happened leading up to the shooting and the law enforcement response. Knowing the true and accurate facts about all the contributing variables leading up to the massacre of February 14 was critical for forming a body of knowledge about certain topics (for example active shooter policies) and enabled the Commission to have a baseline from which to make informed and deliberative recommendations. Further, this knowledge allowed the Commission to make findings that are necessary to drive change. The Commission’s effort is far from complete; all areas require further investigation and recommendations, which the Commission will continue to work on in 2019. This Initial Report establishes the facts and timeline of “what” occurred on February 14, 2018. The more complicated question of “how” it happened and how it became one of the largest school mass killing events in United States’ history is more difficult because of many varied contributing causes. The causes include Cruz’s mental and behavioral health issues, people not reporting warning signs or reporting signs that were not acted on by those to whom actionable information was reported, and how Cruz’s behavioral and discipline issues were addressed (or not addressed) by Broward County Public Schools. Also contributing, was the overall lack of adequate or effective physical site security and unenforced or non-existent security measures and policies at MSDHS, as well as the ineffective behavioral threat assessment process at MSDHS.

Lockdown Drills: Connecting Research and Best Practices for School Administrators, Teachers, and Parents.

The May 24, 2022, mass shooting at Robb Elementary School in Uvalde, TX, where 19 fourth grade students and two of their teachers were killed and 17 others were injured, reignited a national discourse about preparing school communities for similar tragedies. Proposals ranging from armed teachers to clear backpacks were circulated, despite the lack of empirical evidence to support their efficacy in situations like Uvalde. This leaves an important question for stakeholders charged with keeping school communities safe: what is the best way to reduce the harm caused by these events that is evidence-based?.

Despite the widespread use of lockdown drills in US schools, the conversation about their efficacy remains contentious and often is not guided by empirical evidence. This brief provides an overview of the scholarly evidence surrounding lockdown drills, as well as considerations of best practices, an important foundation for policymakers tasked with keeping students and staff safe and for the public to better understand their utility in schools.

Five Misconceptions About School Shootings

But what does research say about these tragic events and their perpetrators? Do all shooters fit a specific profile? In concise, clear language, this research brief, produced by the WestEd Justice & Prevention Research Center, describes and refutes five common misconceptions about school shootings and suggests an evidence-based strategy to reduce the probability of attacks. The authors conclude that schools and communities are better served when presented with a balanced perspective informed by the wealth of available research about perpetrators, their varying motivations, and pre-attack behaviors.

The first five months of 2021 saw high-profile public mass shootings in cities across the United States of America, like Atlanta, Georgia (March 16, 8 dead), Boulder, Colorado (March 22, 10 dead), Indianapolis, Indiana (April 15, 8 dead), and San Jose, California (May 26, 9 dead). Following a year where such events rarely made headlines as the nation found itself in the throes of the coronavirus pandemic, these incidents revived the public discourse about mass shootings in America, as well as how to prevent and respond to such tragedies. This dialogue raised an important question: As society returns to normal after the COVID-19 pandemic, what does the future of mass shootings look like? To answer this, it is important to understand the trends associated with the phenomenon of mass shootings. The first issuance of this policy brief in 2018 examined 51 years (1966-2016) of mass shootings data based on a comprehensive database from researchers Jaclyn Schildkraut and H. Jaymi Elsass.3 As described below, the researchers developed their own definition that became the foundation of this analysis given deficiencies with existing classifications and data sources. This updated brief provides analyses including an additional four new years of data since the original 2018 policy brief to identify changes in trends and broader considerations for policymakers, particularly given the COVID-19 pandemic’s impact and lessons learned from specific shootings within this period. Specifically, this brief presents and analyzes a total of 55 years of mass shooting data from 1966 to 2020, including frequency, injury and fatality, location type, weapon usage, and perpetrator demographics. The appendix contains information on only the most recent four years of data from 2017 to 2020.

Policy Solutions to Address Mass Shootings

In the past decade, mass shootings, particularly those that take place in public areas, have increasingly become part of the national conversation in the United States. Mass public shootings instill widespread fear, in part because of their seeming randomness and unpredictability. Yet when these incidents occur, which has been with somewhat greater frequency and lethality as of late, public calls for policy responses are immediate. In this policy brief, we review efforts to evaluate the effect of gun control measures on mass public shootings, including a discussion of our recently published study on the relationship between state gun laws and the incidence and severity of these shootings. The findings of this work point to gun permits and bans on large capacity magazines as having promise in reducing (a) mass public shooting rates and (b) mass public shooting victimization, respectively. Interestingly, however, most gun laws that we examined, including assault weapon bans, do not appear to be causally related to the rate of mass public shootings.

The School Shooter: A Threat Assessment Perspective.

This paper presents a systematic procedure for threat assessment and intervention of school shooters. The model is designed to be used by educators, mental-health professionals, and law-enforcement agencies and is intended to help refine and strengthen the efforts of the National Center for the Analysis of Violent Crime. Its fundamental building blocks are its threat-assessment standards, which provide a framework for evaluating a spoken, written, and symbolic threat, along with a four-pronged assessment approach, which looks at the personality of the student, the student's family dynamics, the school dynamics, the student's role in those dynamics, and social dynamics. The model is not a profile of the school shooter or a checklist of danger signs pointing to the next adolescent who will bring lethal violence to a school. It discusses misinformation about school shootings; how to assess a threat, including motivations; types of threats; factors in threat assessment; and levels of risk. The document cautions that one or two traits or characteristics should not be considered in isolation or given more weight than the others. The text outlines the intervention process and closes with a number of recommendations. Four appendices list methodologies used in the report, suggested readings, and other information. (RJM)

Lethal Violence in Schools: A National Study

American public schools are safe places, perhaps even safer than American homes. The tragic school shootings that are the focus of this report have occurred in less than one-hundredth of one percent of schools. The probability of being shot at school is similarly low. But shootings have occurred at schools, have been largely unpredictable, and have raised the anxieties and concerns of students, families, teachers, and the public at large. Between 1974 and 2000, the National Threat Assessment Center (NTAC) of the United States Secret Service identified 37 incidents. At least 20 incidents have been reported in the national media since 1992, and eight since 1999, and these do not include several planned shootings that were prevented by authorities. Why do these shootings occur? Why do they occur where they do? What can we do to protect our children?

GAO found that shootings at K-12 schools most commonly resulted from disputes or grievances, for example, between students or staff, or between gangs, although the specific characteristics of school shootings over the past 10 years varied widely, according to GAO’s analysis of the Naval Postgraduate School’s K-12 School Shooting Database. (See figure.) After disputes and grievances, accidental shootings were most common, followed closely by school-targeted shootings, such as those in Parkland, Florida and Santa Fe, Texas.

Mass Shootings in Schools and Risk Mitigation Through Target hardening

Mass shootings occur on a regular basis in the United States, and depending on the definitions applied to the shootings an argument can be made that mass shootings of all types occur far more often than what is reported in the media as a “mass shooting.” Unfortunately, school shootings are also part of this analysis of mass shootings, and school shootings in the United States have occurred on a recurring basis since at least 1853. In the modern era, however, school shootings have become more frequent and more deadly as demonstrated by the May 24th, 2022, school shooting in Uvalde, Texas. This heinous crime at Robb Elementary School resulted in the deaths of nineteen children, and two teachers. Although there has been extensive research on mass shooters, mass shootings, and mass shootings in schools, there has not been enough emphasis on the application of homeland javascript:void(0);security principles of target hardening in schools as a risk mitigation factor for mass shootings. In fact, there is much that can be done to keep schools safe through basic target hardening measures, and many of these security updates can be immediately undertaken at the state and local level with relatively minor additional cost to schools and the taxpaying public. This paper references the mass shooting on February 14, 2018, at Marjory Stoneman Douglas High School in Parkland, Florida, and makes policy recommendations toward basic target hardening measures which may be applied as necessary within the public school K-12 environment. The school shooting at Marjory Stoneman Douglas High School was selected due to the fact that it has been recently investigated regarding the facts and circumstances of the incident, and provides ample information for analysis of effective target hardening measures.

Comprehending Columbine

That day, Eric Harris and Dylan Klebold killed twelve fellow students and a teacher, as well as wounding twenty-four other people, before they killed themselves. Although there have been other books written about the tragedy, this is the first serious, impartial investigation into the cultural, environmental, and psychological causes of the massacre. Based on first-hand interviews and a thorough reading of the relevant literature, Ralph Larkin examines the numerous factors that led the two young men to plan and carry out their deed. Rather than simply looking at Columbine as a crucible for all school violence, Larkin places the tragedy in its proper context, and in doing so, examines its causes and meaning.
