Crime and the Labor Market

The economics of crime has emerged as a critical field over the past 30 years, with economists increasingly exploring the causes and consequences of criminal behavior. This paper surveys key contributions and developments from labor economists, who investigate the (often two-way) intersection of crime with labor market factors, such as education, wages, and unemployment. The paper underscores the importance of understanding criminal decision-making in economic analysis through the lens of opportunity costs and labor market conditions. Methodological advancements, particularly those addressing causation, have propelled the field forward, enabling more accurate conclusions to be drawn for policy recommendations. The paper also explores the role of social policies and international contexts, emphasizing the need for evidence-based reforms to effectively reduce crime. This comprehensive review underscores the transformative impact of economics on crime research and its potential to influence real-world policies.

Criminal Record Stigma in the Labor Market for College Graduates: A Mixed Methods Study

One of the primary ways in which contact with the criminal legal system creates and maintains inequality is through the stigma of a criminal record. Although the negative effects of the stigma of a criminal record are well-documented, existing research is limited to the low-wage labor market. Through a job application audit design, this study examines the role of criminal record stigma in the labor market for recent college graduates across Black, Latino, and white men. We find that criminal record stigma has a large effect among white college-educated men but not among Black or Latino men and find no evidence that earning a college degree after the record mitigates criminal record stigma. In-depth interviews with college-educated men with a criminal record show that the criminal record stigma has effects beyond the initial application stage, as many reported provisional job offers being rescinded following a criminal background check, leading participants to limit the jobs to which they applied

Criminal record and employability in Ghana: A vignette experimental study

Using an experimental vignette design, the study investigates the effects of criminal records on the hiring decisions of a convenience sample of 221 human resource (HR) managers in Ghana. The HR managers were randomly assigned to read one of four vignettes depicting job seekers of different genders and criminal records: male with and without criminal record, female with and without criminal record. The evidence shows that a criminal record reduces employment opportunities for female offenders but not for their male counterparts. Additionally, HR managers are willing to offer interviews to job applicants, irrespective of their criminal records, if they expect other managers to hire ex-convicts. The implications of these findings are discussed.

Formal Employment and Organized Crime: Regression Discontinuity Evidence from Colombia

Canonical models of criminal behavior highlight the importance of economic incentives and employment opportunities in determining participation in crime (Becker, 1968). Yet, deriving causal corroborating evidence from individual-level variation in employment incentives has proven challenging. We link rich administrative micro-data on socioeconomic measures of individuals with the universe of criminal arrests in Medellin over a decade. We test whether increasing the relative costs to formal-sector employment led to more crime. We exploit exogenous variation in formal employment around a socioeconomic score cutoff, below which individuals receive generous health benefits if not formally employed. Our regression discontinuity estimates show that this popular policy induced a fall in formal-sector employment and a corresponding spike in organized crime. This relationship is stronger in neighborhoods with more opportunities for organized crime. There are no effects on less economically motivated crimes.
