The Local Prevention of Terrorism: Strategy and Practice in the Fight Against Terrorism

This book explores the successes and failures of the Prevent strategy, which was developed by the UK Government to help stop people becoming terrorists or supporting terrorism. It provides a holistic overview of the policy's formation, delivery, and impact on Muslim communities. Based on interviews with former Ministers, senior policy makers, frontline professionals and community focus groups, Joshua Skoczylis also analyses the various impacts of policy and organizational tensions. These include the ambiguous scope of Prevent, the idea of community cohesion, and funding and evaluation issues.

The Local Prevention of Terrorism highlights the difficulties in applying terrorism prevention policies and the limitations of their impact. It shows that strategies such as Prevent may have particularly negative effects on Muslim communities, undermining their trust and perceptions of legitimacy. In its use of a large body of primary data and up-to-date analysis, the book will be of great interest to policymakers as well as scholars studying terrorism and security.

Examining the Extent of Recidivism in Illinois after Juvenile Incarceration

Despite the juvenile justice system’s shift from punitive-oriented to rehabilitation-oriented correctional approaches, post-commitment youth recidivism continues to be a significant issue. While the number of incarcerated juveniles in Illinois has consistently decreased over the years, the recidivism rate remains high. To better understand the extent of Illinois youth recidivism, researchers measured three-year rearrest and reincarceration rates among a sample of youth released from state juvenile correctional facilities. Over the three-year period post-release from the juvenile state correctional facilities, 87 percent of youth were rearrested, 55 percent were recommitted to a state juvenile correctional facility, and 54 percent were committed to an adult correctional facility. While Illinois has made efforts to reform juvenile justice in the state, recidivism remains high for those who are sentenced to a juvenile correctional facility. These rates likely reflect that youth committed to juvenile corrections generally have more complex needs and require more intensive, individualized, wrap-around programs and services to be successful in the community.

A Failed Experiment: The Taser-Pilot of the Dutch Police

Tthe current use of electro-shock weapons as well as the governing regulations in The Netherlands raise serious concerns and therefore Amnesty International calls the Dutch police to: – suspend the use of electro-shock weapons by all police units currently using them until a suitable legal and operational framework for their use has been set up that is in line with the obligations of The Netherlands under international human rights law and standards and – until this is done – to withdraw all electro-shock weapons distributed; – refrain from widespread distribution of electro-shock weapons in day-to-day policing; – cease any police interventions in mental health institutions in all situations and circumstances that do not amount to immediate life threatening emergencies (e.g. hostage situations). … This briefing sets out the background to the current pilot project conducted by the Dutch police on the general deployment of electro-shock weapons in day-to-day policing (I.). It further provides a summary of the Amnesty International’s main findings regarding the human rights concerns of the first pilot phase as well as the overall set up of the project and its interim evaluation (II.). These findings are then more in detail explained and elaborated in section III., followed by a conclusion and some recommendations (IV.).

Police Use of Force in Canada: A Review of Data, Expert Opinion, and the International Research Literature

Police use of force is a crucially important issue. It directly engages with issues of public safety and the safety of law enforcement officers. However, when done improperly, police use of force can cause the unnecessary death or serious injury of civilians, undermine public trust in the police, and compromise the legitimacy of the entire criminal justice system. Finally, police use of force can erode social cohesion and contribute to radicalization, riots and other social control issues. Unfortunately, despite its importance, police use of force has been subject to surprisingly little empirical research––especially in the Canadian context. The following report attempts to address this gap. The authors of this report were retained by the Canadian Criminal Justice Association (CCJA) to examine police use of force in Canada. The project, funded by Public Safety Canada, addresses several important research questions: 1) How often do the police in Canada use physical force against civilians? 2) Is police use of force more common in some police jurisdictions than others? 3) Has use of force increased or decreased over the past ten years? 4) What regions of the country have witnessed the greatest declines in police use of force? What policies or practices contributed to these declines? 5) What are best practices with respect to police use of force? How can use of force be reduced while simultaneously ensuring public safety and the safety of police officers? 6) What is the state of Canadian research on police use of force? How can data collection and research on police use of force be improved?

Assessment of Colorado Springs Police Department Use of Force

This report documents the results from comprehensive analyses of use of force incidents reported by the CSPD, specifically focusing on understanding how, when, why, and against whom officers use force, as well as the context of police encounters with the public, from both the community and officer perspectives. The purpose of this study is to examine current practices and identify opportunities to reduce the frequency and severity of use of force incidents, racial/ethnic disparities in force, and injuries to both officers and citizens through improvements to policies, training, and supervision. Multi-Methods Evaluation of Police Use of Force Outcomes: Cities, Countries, and National, 1998-2007

Findings show that the use of physical force and hands-on control increase the risk of injury to officers and citizens. Increasing levels of suspect resistance were associated with an increased risk of injury to both officers and suspects. Regarding the use of pepper spray by officers, the multiagency analysis indicated that its use reduced the probability of injury to suspects by 70 percent. For officers, the use of pepper spray increased the probability of injury by 21 to 39 percent. Regarding the use of conducted electrical devices (CEDs), they significantly reduced the probability of injuries, after controlling for other types of force and resistance. Aside from officer force and suspect resistance variables, few other factors correlated with injury outcomes. In the multiagency models, male suspects were twice as likely as females to be injured in a use-of-force event. The presence of a male suspect slightly increased the risk of injury to officers compared to female suspects. In Seattle, WA, where officer gender was available for inclusion in the models, female officers were more than twice as likely as male officers to be injured in use-of-force events. The study used a nationally representative survey of U.S. law enforcement agencies to provide an overview of how less-lethal force technologies, training, and policies are linked to use-of-force events. Data from three agencies were analyzed separately in order to identify individual and situational predictors of injuries to officers and citizens during use-of-force events. Use-of-force records from 12 police agencies were combined and analyzed, and a longitudinal analysis was conducted in order to determine the effect on injury rates of the adoption of the Taser by 2 police agencies.

The Norwegian Police’s Use of Conducted Energy Weapons — a scientific evaluation of the CEW trial 2019–2020

From an international perspective, recent years have seen an increase in the use of conducted energy weapons (CEWs), which are used to control potentially dangerous and uncooperative people. In 2019 the Norwegian National Police Directorate launched a two-year trial of CEWs in daily police work. The purpose of the current study was to evaluate the National Police Directorate’s CEW trial and to explore the public’s perceptions of police use of CEWs. The current study found that CEWs are mainly used against individuals who are mentally unstable and exhibit aggressive and dangerous behaviour. The findings showed that CEWs fill the gap between pepper spray or batons and firearms and complement other forcible means. The findings from the interviews showed that the officers could resolve the situations before the introduction of CEWs, but with CEWs they could do so with less intrusive force and a lower risk of injury. … The citizen survey results indicate that citizens believe police officers can be trusted with decisions related to the use of force. The survey also showed that citizens who had received some information on CEWs were significantly more positive towards CEWs than those who had no information. Further, the group with information on CEWs also stated that they would feel more secure if police in their vicinity were equipped with CEWs

Length of Incarceration and Recidivism

This study, the seventh in the recidivism series, examines the relationship between length of incarceration and recidivism. In 2020, the Commission published its initial comprehensive study on length of incarceration and recidivism. In that study, which examined offenders released in 2005, the Commission found that federal offenders receiving sentences of more than 60 months were less likely to recidivate compared to a similar group of offenders receiving shorter sentences. This study replicates the prior analysis, however, it examines a more current cohort of federal offenders released in 2010. This study examines the relationship between length of incarceration and recidivism, specifically exploring three potential relationships that may exist: incarceration as having a deterrent effect, a criminogenic effect, or no effect on recidivism.

Interrupting 'Near Repeat' Burglary Patterns: Rapid Identification and Interaction with At-Risk Residents After a Burglary

According to the FBI, there were over 1.5 million burglaries in the U.S. in 2016, with almost 70% residential (FBI, 2017a). Combined, the victims of burglary suffered over $3.6 billion in lost property (about $2,400/burglary). Yet, only about 13% of burglaries reported to the police were cleared (FBI, 2017b). While more prevalent than violent crime, burglary rarely generates attention and headlines. Yet, the sense of violation and vulnerability typical of residential burglary victims is considerable, and so prevention would seem the best solution. The Near Repeat Phenomenon The biggest challenge facing crime prevention in policing is the need to correctly anticipate where and when crime will occur (Pease & Laycock, 1999). Hot spots policing focuses on the locations where crimes occur frequently, though knowing when they will occur can help law enforcement effectively deploy personnel. Repeat victimization occurs when the same target is victimized again. However, the “Near Repeat” (NR) phenomenon (Morgan, 2001) is when those that live near to a burglary victim are victimized soon after; in other words, when one home is burglarized, for a particular time period afterwards, homes nearby are at an elevated risk of burglary. Empirical research has clearly confirmed the existence of NR burglary patterns. The exact spatial and temporal extent of increased risk varies; however, we know the increased risk level that occurs after a burglary is temporary, suggesting police must act quickly to maximize the potential for reaping crime prevention benefits.

Literature Review: Police Practice in Reducing Residential Burglary

This literature review summarises the findings of international studies of what works in police practice to reduce residential burglary, drawing largely on the outcomes of research in the UK, the US and Australia. Residential burglary is one of the most common crimes, of great concern to the general public as reflected in crime victim surveys, and regarded as a major problem by police forces studied in the literature. Internationally there has been an increasing adoption of proactive policing with considerable research effort aimed at evaluating the effectiveness of crime prevention approaches. As part of this evaluative effort, the question ‘what works?’ has been applied to initiatives to reduce residential burglary.

White Supremacy in Policing: How Law Enforcement Agencies Can Respond

Whether a group is dedicated to racism (a “hate group”), or advocates the overthrow of elected governments (a “paramilitary gang”), or both—no police officer or law enforcement agency should support or affiliate with it. Officers who support or affiliate with hate groups and paramilitary gangs undermine the mission of their law enforcement agency by allying themselves with lawbreakers and by undermining the department’s efforts to ensure equitable policing and earn community trust. These guidelines aim to assist law enforcement to 1) identify, discipline, and remove officers who intentionally affiliate with hate groups or paramilitary gangs, and 2) adopt institutional values, policies, and rules that will allow for no mistake about the department’s position: it is not appropriate for a law enforcement agency or a police officer to support or affiliate with hate groups or paramilitary gangs. We recommend that law enforcement agencies (“LEAs”) adopt the rules and best practices set out below, and make them public.

Coping with Burglary: Research Perspectives on Policy

This book contains the papers given at a workshop organised by the Home Office (England and Wales) on the subject of residential burglary. This is a topic of much public concern, and I welcome the Home Office initiative in mounting the workshop. The contributors were all researchers and criminologists who have made a special study of burglary, and their brief was to consider the implications of their work for policy. As a policeman, I find their work of particular interest and relevance at this time when police performance, as traditionally measured by the clear-up rate, is not keeping pace with the increase in the numbers of burglaries coming to police attention. The finding that increases in burglary are more reflective of the public's reporting habits than of any significant rise in the actual level of burglary helps with perspective but offers little comfort to policemen. The 600/0 increase in the official statistics since 1970 is accompanied by a proportionate increase in police work in visiting victims, searching scenes of crime, writing crime reports, and completing other documentation. In some forces the point has been reached where available detective time is so taken up by the volume of visits and reports that there is little remaining for actual investigation. But because of the random and opportunist nature of burglary, it cannot be said with any confidence that increasing investigative capacity would make a significant and lasting impact on the overall burglary figures.

Reducing Burglary
