Patterns in alcohol related violence: exploring recent declines in alcohol related violence in England and Wales

Figures from the UK Office for National Statistics (2021a) suggest that alcohol-related violence in England and Wales has been declining – both as a total figure (1,001,000 in 2009/10 to 525,000 in 2019/20) and as a proportion of all violent incidents (54% in 2009/10 to 42% in 2019/20). ■ This decline remains unexplained and generally unexamined – however, there are existing bodies of research that might offer insight into this trend. ■ This report examines possible explanations for the decline seen in alcohol-related violence – drawing on existing literature exploring: changing patterns in violence (e.g., Farrell et al. 2014), alcohol’s relationship with violence (e.g., Graham & Livingston 2011), and the measurement of violence (e.g., Reiner 2016). ■ Changing patterns in youth drinking might contribute to this violence decline. It is younger, rather than older age groups, who predominantly engage in violence in night-time economy settings (Finney 2004). Youth drinking in England has seen a recent downturn (e.g., Oldham et al. 2018), corresponding to some degree with declines in alcohol-related violence.

■ A steeper decline in alcohol-related violence relative to violence overall appears to be accounted for by shi s in alcohol-related stranger and acquaintance violence. Crime Survey for England and Wales (CSEW) data show that the proportion of stranger and acquaintance violence incidents that were alcohol related fell between 2009/10 and 2019/20, whilst the proportion of domestic violence incidents which were alcohol-related generally remained stable. ■ It is possible data artefacts such as counting errors contained in national statistics form some part of the trend investigated here. While the CSEW is a widely respected data source (Tilley & Tseloni 2016), limitations in its capturing of violent incidents have been previously identified (e.g., Walby et al. 2016). It is important to consider the impact any such data artefact might have on alcohol related violence trends – investigation of the production of these National Statistics should be undertaken to assess this.

"Blasphemy" in Schools : Self-Censorship and Security Fears Amongst British Teachers

In Britain, no one has the right not to be offended. Words or actions that are taken by some as offensive – whether they relate to religion, sexuality or race – are not criminal as long as they are not intentionally hostile and meant, or likely, to incite hatred. The statutory guidance on Non Crime Hate Incidents, revised in March 2023, is consistent with the law in this regard. It states: “Fundamentally, offending someone is not, in and of itself, a criminal offence. To constitute an offence under hate crime legislation, the speech or behaviour in question must be threatening, abusive or insulting and be intended to, or likely to, stir up hatred”. Yet, this does not seem to be fully acknowledged in Britain’s schools. As this revealing survey of over a thousand teachers from YouGov and Policy Exchange demonstrates, since the Batley Grammar School protests, a small but significant proportion of British teachers have self-censored to avoid offence on religious grounds – 16%. (That proportion is slightly higher for teachers of certain subjects, including almost a fifth of all English teachers and art teachers – 19%). In areas with the largest Muslim populations, around 10% fewer teachers do not self-censor than those in areas with the smallest Muslim populations. A worrying proportion believe that – regardless of a teacher’s intentions – images of the prophet Muhammad should never be used in classrooms, even in the teaching of Islamic art or ethics: In addition to the 55% of teachers that would not personally use an image of Muhammad independently from the Batley Grammar School protests, an additional 9% said they personally were less likely to use it as a result of the events in Batley. The case of the teacher at Batley Grammar who went into hiding after death threats thus appears to have had a significant impact on teachers’ confidence and willingness to use materials that fall within the scope of the law. Alarmingly, half of British teachers believe that if blasphemy-related protests led by activist and advocacy groups occur outside their schools, there would be a risk to their physical safety. Despite most teachers thinking that headteachers get the balance right – between supporting them to use materials that are on the right side of the law but which might offend, and ensuring no offence is caused – they are clearly in need of greater confidence in the support they can expect from their headteachers and, in the case of activist-led protests outside their school gates, the police. Recent events have given further impetus to concerns regarding the physical safety of teachers and the security at schools. On 13 October, 2023, in Arras, France, a literature teacher, Dominque Bernard, was killed in a knife attack; the suspect, an Islamist extremist, was looking for teachers  of history or geography. The case has been compared to that of Samuel Paty, the teacher who was killed three years ago by an Islamist extremist for showing cartoons of Muhammad to a class on freedom of expression. Both teachers have been described by President Macron as champions of the values of the French republic. Although this tragic incident took place across the Channel, France’s battle with Islamist extremism is one shared with the UK. Closer to home, in the wake of the Hamas terrorist attacks on hundreds of civilians in Israel on 7 October, protests on the streets of the UK against Israeli reprisals in the name of the Palestinian “resistance” have demonstrated alarming levels of hateful extremism and antisemitism.5 Some Jewish schools were forced to close on 13 October, when Hamas called for a “Global Day of Jihad”, and several Jewish schools were vandalised with red paint. The atmosphere has been fraught. The Department for Education wrote to school leaders “to ensure that any political activity from pupils in response to the crisis does not create an ‘atmosphere of intimidation’”  etc.

Report on Indicators of School Crime and Safety: 2022

This report is the 25th in a series of annual publications produced jointly by the Bureau of Justice Statistics (BJS) and the National Center for Education Statistics (NCES), Institute of Education Sciences, Department of Education. It provides official estimates of school crime and safety from a variety of data sources, including national surveys of students, teachers, principals, and post-secondary institutions. The report presents data on different types of student victimization, measures of school conditions, and student perceptions about their personal safety at school. Indicator 2: Incidence of Victimization at School and Away From School includes data from BJS’s National Crime Victimization Survey. Each of the 23 indicators is presented separately, and all indicators can be found in the Condition of Education at NCES.

Highlights:

  • For students ages 12–18, the rate of nonfatal criminal victimization (including theft and violent victimization) at school in 2019 was not significantly different than the rate in 2010. From 2019 to 2021, the rate at school decreased from 30 to 7 victimizations per 1,000 students.

  • Lower percentages of public school teachers in 2020–21 than in 2011–12 reported being threatened with injury by a student from their school (6 vs. 10 percent) and being physically attacked by a student from their school (4 vs. 6 percent).

  • Higher percentages of public schools in 2019–20 than in 2009–10 reported problems with student cyberbullying (16 vs. 8 percent) at least once a week.

  • Lower percentages of students in grades 9–12 in 2019 than in 2009 reported the following issues: having been in a physical fight on school property in the previous 12 months (8 vs. 11 percent); carrying a weapon on school property during the previous 30 days (3 vs. 6 percent); and using alcohol on at least 1 day during the previous 30 days (29 vs. 42 percent).
