People and communities in Vancouver, British Columbia (BC) have been profoundly impacted by the toxic drug crisis, which has driven a province-wide public health emergency since 2016. In 2023, BC implemented a “Decriminalization Pilot,” which temporarily removed criminal sanctions for the possession of small amounts of certain substances. In May 2024, the Decriminalization Pilot was amended to exclude its application in almost any urban outdoor space; a reform colloquially referred to as “Recriminalization.” This study sought to address gaps in understanding how law enforcement practices towards people who use criminalized drugs may have changed during the Decriminalization Pilot and subsequent Recriminalization periods.

Methods

We undertook a community-based, qualitative study. We conducted 21 interviews with people who use criminalized drugs and who interacted with law enforcement in Vancouver between January and May 2025. We employed combined reflexive thematic and interpretative phenomenological analyses.

Results

We derived five main themes: 1) confusion over the Decriminalization Pilot; 2) selective enforcement and pervasiveness of policing; 3) police interference with overdose response and other public health interventions; 4) seizures of belongings, including government-supplied resources; and 5) displacement from public space.

Conclusion

Our findings illustrate how harmful law enforcement practices that target people who use criminalized drugs, particularly those relying on public spaces for survival, persisted during the evolving drug policy periods. Together, these law enforcement practices along with the lack of understanding regarding the shifting Decriminalization Pilot, may have undermined the potential success of a policy dedicated to decriminalizing drug possession in BC

The Costs Of Tackling Drug Harms In Prisons

1 In April 2025, approximately 40,000 people in prisons in England and Wales (50%) had an identified drug problem. Misuse of illicit drugs by people in prison creates or exacerbates risks to their health, well-being and personal safety. Between December 2022 and December 2024, the Prisons and Probation Ombudsman investigated 833 deaths, of which 136 (16%) were drug-related. Conveyance, supply and use of illicit drugs also increase risks to the safety and stability of the prison regime. Availability of drugs inside prisons creates an illicit economy that can fuel debt, which can lead to assault, extortion or self-harm. Prisoners who are using illicit drugs often reoffend after leaving prison. 2 Effective interventions require HM Prison and Probation Service (HMPPS) and health service providers, commissioned for prisons in England by NHS England (NHSE), to work closely together. • HMPPS is primarily responsible for action to detect illicit drugs and prevent their conveyance into prisons, and it also seeks to reduce demand for drugs through initiatives to encourage positive behaviour changes. • Health service providers deliver drug treatment and recovery services inside prisons. • The overall prison environment can support prisoners by providing a rehabilitative culture; education and other purposeful activities; building relationships; delivering a safe regime; and facilitating access to health interventions, including addressing mental health needs. Focus of our report 3 This report focuses on how the prison and health services are using public funds to tackle drug harms in prisons. It examines: • how well the Ministry of Justice (MoJ), HMPPS, Department of Health & Social Care (DHSC), NHSE and wider government understand the scale and nature of drug harms in prisons (Part One); • the funding available for HMPPS and NHSE to tackle drug harms in prisons, and how resources are prioritised (Part Two); and • how effectively resources have been used and how well the prison and health services work together (Part Three).4 The report focuses only on illicit drug harms in prisons. We do not cover national and international work by the police and others to counter criminal activity supplying drugs to prisons, nor do we review interventions for people on community orders or the continuity of drug treatment services for prison leavers. ‘Substance misuse’ is a broader term often used in healthcare, which includes misuse of alcohol and diversion of prescription medicines, as well as illicit drugs. We touch on these broader issues where relevant, but they are not the focus of our report. While HMPPS is responsible for prisons in England and Wales, healthcare in Wales is a devolved function provided by NHS Wales, and therefore falls outside the scope of this report

The UNGASS Decade In Review: Gaps, Achievements and Paths For Reform

The 2016 UN General Assembly Special Session (UNGASS) on drugs was a watershed moment in global drug policy. It created a rare opportunity to reconsider the prevailing international paradigm on drugs and to chart a new direction.

The UNGASS process was notable for the unprecedented involvement of civil society, affected communities, UN entities and human rights experts. It helped place public health, human rights and communities closer to the centre of drug policy-making, and paved the way for better alignment between the UN drug control regime and the wider UN system. The process also generated valuable momentum for new debates and advocacy at the national level.

However, the UNGASS ultimately fell short of introducing genuine reform of the norms and institutions underpinning the international drug control system.

This report examines progress made since the 2016 UNGASS to assess the role of the global drug control regime in shaping change. It draws on UN data and reporting, academic research, contributions from civil society and community organisations, and a dedicated civil society survey conducted among IDPC members and partners.

Key conclusions

The report concludes with four forward-looking findings:

  • Civil society and community organisations play a critical role in drug policy, yet continue to be sidelined, underfunded, and increasingly exposed to threats and attacks.

  • The UN drug control treaties require urgent modernisation in order to respond to new realities and remain fit for purpose.

  • A drug control system oriented towards human rights, health and development requires a thorough reconfiguration of the existing architecture, including strong and systematic inter-agency cooperation across the UN system.

  • Regular discussion of drug policy at the UN is essential, but the agenda and working methods of the Commission on Narcotic Drugs (CND) must change to enable meaningful progress.

Strengthening the U.S. Medicolegal Death Investigation System: Lessons from Deaths in Custody evaluates the handling of deaths in police custody by the medicolegal death investigation system and recommends actions to strengthen the nation's medicolegal death investigation system.

Alcohol and drug detection rates in road traffic: An international comparison

Driving under the influence of alcohol or drugs is a significant contributing factor to road traffic crashes. Detection rates for alcohol and drugs among drivers in random road traffic have been studied in several countries; this article presents a comprehensive overview of findings in studies conducted from 2010 to 2024. We searched PubMed, Google Scholar, Google Search, and the International Council on Alcohol, Drugs and Traffic Safety Conference Papers database. We also examined reference lists and citation records. We identified 53 studies, of which 25 studies focused exclusively on alcohol. The studies were conducted across 24 countries. Alcohol was the most frequently detected substance, followed by tetrahydrocannabinol (THC). Detection rates exhibited variability across jurisdictions; alcohol was most commonly observed in studies conducted in North America and in some low- and middle-income countries, whereas THC and cocaine were most frequently detected in studies from North America, Italy, and Spain. Several countries have implemented effective measures that have led to a significant reduction in the incidence of drink-driving. However, despite the introduction of legal thresholds or zero-tolerance policies for drug-impaired driving, the detection of drugs among drivers has increased in certain regions.

What emerges is a vivid and sometimes unsettling portrait of a culture striving to understand human variation without the benefit of modern psychology or ethical safeguards.

The Drug Treatment Debate: Why Accessible and Voluntary Treatment Wins Out Over Forced

We all want people living with addiction to get the help they need. At the Drug Policy Alliance, we believe that everyone should have access to the substance use disorder (SUD) supports that they choose to improve their physical and mental health — and that effective services should be available when and where people are ready for them, without hurdles like cost or preconditions to get help. In short, SUD supports should be voluntary, effective, affordable, accessible, and appealing.

Unfortunately, the United States has neither prioritized on-demand care nor ensured that available SUD supports are effective or beneficial. Having failed to provide even remotely sufficient access to the kinds of health-centered approaches that research shows are most effective (e.g., medications for opioid use disorder, or MOUD, and contingency management for stimulant use disorder, or CM), some ill-informed policymakers are advocating for expanding the power of courts to force people into existing SUD services, against their will and not of their choosing. Germany's cannabis act: a catalyst for European drug policy reform?

With the enforcement of the Cannabis Act on 1 April 2024, Germany has adopted one of the most liberal legal approaches to cannabis on the continent. The German model prioritises a non-profit approach and precludes legal market mechanisms. We believe these are the main drivers for increasing cannabis use and related health problems, based on observations following cannabis legalisation in Canada and many states in the U.S. Although legalising cannabis possession and cultivation may not immediately eliminate the illegal market, it is expected to serve public health goals. Despite the overall positive evaluation of the Cannabis Act in Germany, there are three potential areas of concern: the potential for misuse of the medical system, the normalization of cannabis use, and the influence of the cannabis industry. The German model may herald the beginning of a new generation of European cannabis policies, but concerted efforts will be required to ensure that these policy reforms serve rather than undermine public health goals.

CCP's Role in the Fentanyl Crisis

Illegal synthetic opioids: Can Europe prevent a crisis?

The political economy of illicit drug crops: forum introduction

his article and the forum it introduces examine illicit drug crop (IDC) economies from agrarian perspectives. Examining IDCs as a group implies analysing how prohibition distinguishes them from other (licit) crops. We identify seven mechanisms through which prohibition shapes the agrarian political economy of IDCs and explore how these mechanisms and their effects generate distinctive patterns of development and political action amongst ‘illicit peasantries’. We also examine connections between illicit and licit crops, including how licit crop crises and illicit crop booms intertwine. We argue that IDC economies provide a bulwark for smallholders but are by no means peasant idylls.

Urgent and long overdue: legal reform and drug decriminalisation in Canada

The International Guidelines on Human Rights and Drug Policy recommend that States commit to adopting a balanced, integrated, and human rights-based approach to drug policy through a set of foundational human rights principles, obligations arising from human rights standards, and obligations arising from the human rights of particular groups. Following two years of consultation with stakeholders, including people who use drugs, NGOs, legal and human rights experts, UN technical agencies and Member States, the Guidelines “do not invent new rights. Rather, they apply existing human rights law to the legal and policy context of drug control to maximise human rights protections, including in the interpretation and implementation of the drug control conventions.” In respect of the Guidelines and its obligations under UN human rights treaties, Canada must adopt stronger and more specific commitments for a human rights-based, people centered and public health approach.3 This approach must commit to the removal of criminal penalties for simple possession and a comprehensive health-based approach to drug regulation.

Colombia: Drug smuggling prevention report 2024

As part of our commitment to contribute to loss prevention in Colombia and across the region, our team regularly engages in meetings with representatives of the Colombian Highest Maritime Authority (DIMAR) and the officers in charge of anti-narcotic policies in the ports. We gather updated informa tion about new practices and precautions to be aware of, as well as relevant recommendations and measures to adopt while visiting any of our ports. This ongoing engagement has culminated in our 2024 report, which reflects the latest insights and strategies in combating the challenges faced by the maritime industry

Recent events highlight the ongoing challenges in countering cocaine trafficking. For example, on February 8, 2024, British authorities announced a historic seizure of over 12,500 pounds of cocaine concealed in a banana shipment from the Port of Turbo, Colombia, to Southampton. This incident, marking the largest single drug seizure in UK history, emphasizes the advanced techniques used by cartels to transport substantial drug quantities into Europe and the UK, thereby confirming the global impact of Colombian narcotics. This report results from our efforts and experience over the last years, successfully assisting in several drug smuggling-related incidents and administrative investigations for breaches of shipping regulations, including the ISPS Code. We trust that this report will serve as a valuable resource for all P&I Clubs, their Members, the Masters and crews, and, in general, the entire marine industry with an interest in Colombian ports to mitigate incidents associated with drug smuggling activities

Drug Trafficking on the High Seas: A Primer on the Maritime Drug Law Enforcement Act Brendan McDonald Trial Attorney Criminal Division Narcotic and Dangerous Drug Section

In December 2023, the United States Coast Guard (USCG) offloaded approximately 18,219 pounds of cocaine from the USCG Cutter Waesche. The estimated street value of the cocaine was more than $239 million. The offload occurred as a result of six separate maritime interdictions, performed by separate cutters, taking place over a 17-day period off the coasts of Mexico and Central and South America. The interdictions were performed as part of the USCG’s counternarcotics mission. While interdictions of this size may seem out of the ordinary, the USCG routinely interdicts a variety of vessels, including Go-Fast Vessels and semi submersibles, with massive amounts of drugs (usually cocaine), moving from the Pacific and Caribbean coasts of South America northward to Mexico, the Caribbean, and eventually the United States. One can imagine that prosecuting interdictions like these may raise a variety of questions: could the United States assert jurisdiction over the suspected traffickers; would the maritime location of the interdiction matter; and would it make a difference if the ship carrying the contraband was flagged—registered—by another country? What about the transit time to a U.S. court for an initial appearance where the interdiction occurred over a thousand miles from the United States? The dizzying array of issues confronting a federal prosecutor following a high seas interdiction may not be typical of land-based legal challenges. Fortunately, a body of both federal law and international authorities is instructive on these questions. The Maritime Drug Law Enforcement Act (MDLEA) is the United States’ principal statute addressing high seas drug trafficking and has supported thousands of prosecutions for decades. The MDLEA, as it re lates to controlled substances,5 prohibits the distribution, manufacture, or possession with intent to distribute or manufacture, controlled sub stances aboard a “covered vessel.” Its prohibitions apply “outside the territorial jurisdiction of the United States,” and include both attempt and conspiracy liability. And, where an interdiction occurs outside of the United States, venue may be appropriate in your district. This article is intended to serve as an MDLEA primer. It will provide a brief his tory of the MDLEA, identify the MDLEA’s core definitional provisions, discuss its key criminal prohibition, detail its jurisdiction and venue pro vision, describe the MDLEA’s position on the use of international law as a defense, and finally, address its sentencing provisions.

Oil Theft, Energy Security and Energy Transition in Mexico

Oil theft refers to the exploitation of crude oil or refined petroleum products for criminal purposes. In Mexico, oil theft—referred to as huachicolero—is endemic and widespread. By framing it within the energy security and transition context, this paper offers a new perspective on the problem of oil theft in Mexico. Focusing on crude oil and refined petroleum, the paper demonstrates that Mexico’s energy security—as framed around the 4As (availability, accessibility, affordability, and acceptance)—has deteriorated over the past decade. Application of the 4As framework in the Mexican context shows that the increasing frequency of oil theft has contributed to this deterioration. The proposed solution to the energy security and oil theft problems is centred on Mexico moving from gasoline and diesel to electrification in the transportation sector. The paper demonstrates that, while transport electrification in Mexico has been lagging behind other countries, recent developments in the country point to growing momentum among the country’s political and business elites, in tandem with US partners, in support for the energy transition. Areas where further emphasis should be placed to accelerate Mexico’s energy transition in the transportation sector are identified. Finally, the feasibility of and potential limitations associated with implementing the transition are evaluated.
