Swedish Crime Survey 2024

The main purpose of the Swedish Crime Survey (SCS) is to study trends in self-reported exposure to crime, fear of crime, confidence in the criminal justice system and crime victims' contact with the criminal justice system in the Swedish population (16-84 years). The survey also aims to describe differences among population groups, such as differences between men and women or among different age groups. This chapter presents a selection of the indicators included in the report, to summarise the results and provide an overall picture of trends and patterns. Note that, in the context of the SCS, exposure to crime refers to events that occurred during the previous calendar year, meaning that SCS 2024 refers to exposure to crime in 2023. Fear of crime refer to perceptions over the past year, while unsafety and confidence in the criminal justice system refer to perceptions at the time the questionnaire was answered. Trends Exposure to sexual offences, threats and bicycle theft have decreased, while fraud has increased There is a decreasing trend in the proportion of the population who state that they have been exposed to sexual offences, threats and bicycle theft. Exposure to sexual offences has significantly decreased in this year's survey (3.8 % in 2023, compared to 4.7 % in 2022), and after a sharp increase in the period 2012-2017, has begun decreasing instead. The proportion of respondents having been exposed to threats has also decreased (7.4% in 2023, compared to 7.7% in 2022), with an evident decreasing trend since 2020. Before that, there was an increase between 2014 and 2019. Furthermore, the proportion of households exposed to bicycle theft has decreased for the fourth consecutive year. Both sales fraud and card and credit fraud have increased in this year's survey. For sales fraud, an increasing trend has been observed since the first measuring point (2016), with a significant increase in this year's survey (from 6.1%, in 2022, to 6.9%, in 2023). Card and credit fraud have increased in the last two years, having previously decreased in 2020 and 2021. In terms of exposure to robbery, there was a decreasing trend as of 2020, but in this year's survey the proportion is the same as the previous year. For assault, pickpocketing, online harassment, harassment, burglary and car theft, the proportion has remained stable over the last three to four years.

The Cost Crisis and Crime in Scotland

Executive Summary

  • There is an ongoing cost of living crisis in Scotland, and the rest of the United Kingdom, which is characterised by higher energy costs, higher food and other household costs and real term pay decreases. This paper focuses on the relationship between this cost crisis and crime in Scotland.

  • The academic evidence is by no means conclusive in favour of a certain economic variable having a relationship with overall or total crime. This is an important finding as it dispels the idea that worsening economic conditions will inevitably result in a rise in crime.

  • Unlike the recessions of the 1980s, the 1990s and 2008 which brought periods of higher unemployment and decreasing inflation, the current cost crisis is characterised by increasing levels of inflation, combined with low levels of unemployment. Therefore, whilst the existing literature helps us to understand how previous economic shifts have impacted upon crime in the past, any attempts to use this literature to predict the impact of the cost crisis on crime is methodologically unadvisable. We must rely on present day data to monitor crime trends during this current period of cost crisis in Scotland.

  • Gross Domestic Product is too broad a measure when it comes to determining the impact of the economy on crime. Therefore, we must specify and explore how changes in specific economic variables impacts upon crime.

  • For example, analysis undertaken by Scottish Government statisticians explored the relationship between levels of unemployment in Scotland, all recorded crime, and some specific crime types from 1971 until the present day. The analysis found a strong positive linear correlation between unemployment and overall recorded crime, housebreaking and, theft of a motor vehicle. Considering forecasted increases in unemployment, this relationship is noteworthy.

  • We know from the academic evidence that relative falls in the wages of low wage workers increases rates of property and violent crime. This finding has present-day relevance given recent real-term falls in wages as a result of the cost crisis.

  • The academic evidence also tells us that increases in inequality and poverty rates increase the rates of property crime and violent crime. However, it is not yet clear how these two economic variables are being affected by the cost crisis and therefore if, and how, they may impact upon crime.

  • Non-economic factors play a significant role with regard to fluctuations in overall crime rates as well as rates of specific crime types and are impossible to precisely disentangle from the economic factors that impact upon crime. Such factors include the COVID-19 pandemic, the number of police officers, and population demographics.

  • For example, analysis undertaken by Scottish Government statisticians found a strong, positive, linear correlation between the proportion of young men (16-24) in the population and overall recorded crimes of housebreaking and theft of a motor vehicle. Population forecasts tell us that over the next 10 years the size of this group is projected to steadily increase.

  • This paper's case study on housebreaking further explores this phenomenon of economic and non-economic factors impacting upon the rates of specific crimes. The case study suggests that housebreaking, an acquisitive crime, may not be susceptible to the cost crisis. This contrasts with findings from the academic evidence review and suggests the presence of non-economic factors that are acting to limit any rise in housebreaking.

  • That being said, analysis demonstrates a rise in overall recorded crime and Crimes of Dishonesty that may be the result of cost crisis pressures. It is unclear, however, whether crime is simply returning to pre-pandemic levels. Of particular note is the large uplift in shoplifting, which increased by 21% in the year ending June 2023, when compared to the previous year.

  • With regard to next steps, a second occasional paper will be published in 2024 which will draw on the latest Police Recorded crime data and the Scottish Crime and Justice Survey data and will focus on the impact of the cost crisis on violent crime and domestic abuse in addition to revisiting the crime types identified in this paper.

Trends in Family Violence Are Not Causally Associated with COVID-19 Stay-at-Home Orders: a Commentary on Piquero et al.

COVID-19 has caused a wave of research publications in academic and pre-print outlets which have resulted in several high-profile retractions. While the breadth of emerging research has been instrumental in understanding and curbing the global pandemic in near real-time, unfortunately manuscripts with major methodological challenges have fallen through the cracks. In this perspective, we illustrate this issue in light of a recent manuscript by Piquero et al. (2020). In the study, a statistically significant association between stay-at-home orders and family violence was not detected; however, the authors widely disseminated a “12.5% increase in family violence” offenses to a variety of media outlets. This negligent dissemination of inaccurate research findings has important implications for policy and the virus mitigation efforts, which might urge policymakers to terminate stay-at-home orders in an effort to reduce family violence and other social risk factors. Changes may ultimately result in more COVID-related deaths as stay-at-home orders are prematurely and inappropriately lifted to prevent purported injuries in the home. Therefore, the widespread propagation of these claims in the absence of scientific evidence of an increase has great potential to cause harm.

Wildlife Crime in Scotland 2022

When a wildlife crime is suspected, the first step is for it to be reported to the police (or detected by the police), and then recorded. Further steps may include investigation to assess whether the recorded crime should be part of a case submitted to the Crown Office and Procurator Fiscal Service (COPFS) and then a decision on whether there is sufficient evidence for the case to be prosecuted. Ultimately a court case may result in a conviction or acquittal. All these stages may be supported by relevant scientific evidence and intelligence.

This report presents statistics relating to 2021-22 for the various stages described above. Although these sets of statistics are related, direct comparisons between them cannot be made due to differences in data sources, timing and the bases on which statistics were collated. For example, several recorded crimes may be included in one COPFS case (involving multiple sources of scientific evidence), and subsequent criminal proceedings may occur in a different year.

The Opioid Crisis and Recent Federal Policy Responses

The United States has been experiencing an opioid crisis since the mid-1990s, and opioids have had a significant effect on public health and on the nation’s economic and social outcomes. In this report, the Congressional Budget Office examines the consequences and timeline of the crisis, the contributing factors and federal responses to it, and the effects of the coronavirus pandemic on the crisis.

Deaths. More than 500,000 opioid-involved deaths have occurred since 2000, and the United States has the world’s highest number of opioid-involved deaths per capita. Although federal funding to address the opioid crisis has increased in recent years, opioid overdose mortality has increased as well. Deaths from opioid-involved overdoses were among the leading causes of death in 2020.

Health and Other Effects. The use and misuse of opioids can result in serious health effects: People with certain harmful behaviors that result from opioid misuse—such as an increase in the amount and frequency of opioid use or failure to fulfill major responsibilities at work, home, or school—have opioid use disorder (OUD), which can affect people’s participation in the labor force and their ability to care for their children. Treatment for OUD is used far less than behavioral health professionals recommend.

Changes Over Time. The opioid crisis has occurred in waves distinguished by the different types of opioids involved in overdose deaths and the use of opioids in combination with other drugs.

Contributing Factors. A rise in opioid prescribing, changes in illegal opioid markets, and greater demand for opioids due to worsening economic and social conditions for certain populations are key contributors to the crisis.

Federal Laws. Between 2016 and 2018, three laws enacted in response to the crisis aimed to lower the demand for and supply of opioids and to reduce their harm. The funding in those laws complemented annual appropriations to agencies tasked with responding to substance use disorder, including opioid use disorder.

The Crisis After the Enactment of the Laws and During the Pandemic. Opioid-involved deaths continued to increase after the laws were enacted—initially more slowly than in preceding years but then more rapidly during the pandemic. Opioid misuse increased during the pandemic as people experienced worsened mental health, more social isolation, greater job losses, and reduced access to treatment. In addition, the use of more potent synthetic opioids led to a sharp increase in overdose deaths. The pandemic and other factors have made it difficult to isolate the effect of the laws on the opioid crisis.

This report focuses on the interpersonal violence that accounts for most acts of violence against children, and includes child maltreatment, bullying and other types of youth violence, and intimate partner violence (1). Although childhood exposure to interpersonal violence can increase the risk for subsequent selfdirected violence (including suicide and self-harm) (2) and the likelihood of collective violence (including war and terrorism) (3) – and similar root causes underlie all three forms of violence (3,4) – these forms of violence are not covered by the report.

The Ivory Trade of Laos: Now the Fastest growing in the World

Executive summary ■ From 2013 to 2016, Laos’s retail ivory market has expanded more rapidly than in any other country surveyed recently. ■ Laos has not been conforming with CITES regulations that prohibit the import and export of ivory. Since joining CITES in 2004, only one ivory seizure into Laos has been reported to the Elephant Trade Information System (ETIS). ■ Almost no arrests, let alone prosecutions and punishments, have been made of smugglers with ivory coming in or out of the country. ■ Most worked ivory for sale in Laos originates from elephants poached in Africa. ■ Ivory has also been entering Laos illegally from Thailand, as Thai traders have been offloading their ivory following the imposition of much stricter regulations there. ■ In late 2013 the average wholesale price of raw ivory sold by Lao traders peaked at about USD 2,000/kg. ■ By late 2016, the average wholesale price of raw ivory in Laos had declined to USD 714/kg, in line with prices elsewhere in the region. This price was much higher than in African countries, such as Sudan (Omdurman/Khartoum), where the average wholesale price of ivory was USD 279/kg in early 2017. This price differential is due to the extra expenses incurred in transport and bribes to government officials on the long journey to Asia. ■ In Laos, the decline in the wholesale price of raw ivory between 2013 and 2016, as elsewhere in the region, was mainly due to the slowdown in China’s economy, that resulted in an oversupply of illegal ivory, relative to demand. ■ Ivory items seen for sale in Laos are carved or machine-processed in Vietnam by Vietnamese and smuggled into Laos for sale, or are processed by Chinese traders in Laos on new computerdriven machines. Ivory carving by Lao people is insignificant. ■ In Laos, the survey found 81 retail outlets with ivory on view for retail sale, 40 of which were in the capital, Vientiane, 21 in Luang Prabang, 8 in Kings Romans, 5 in Oudom Xay, 3 in Pakse, 2 in Dansavanh Nam Ngum Resort and 2 in Luang Nam Tha. ■ The survey counted 13,248 ivory items on display for sale, nearly all recently made to suit Chinese tastes. Vientiane had 7,014 items for sale, Luang Prabang 4,807, Kings Romans 1,014, Dansavanh Nam Ngum Resort 291, Oudom Xay 93, Luang Nam Tha 16, and Pakse 13. ■ Most outlets, displaying the majority of worked ivory, also sold souvenirs, Chinese herbal teas or jewellery, or were hotel gift shops. ■ Outlets were usually owned by traders from mainland China. The number of Chinese-owned shops had risen in Laos from none recorded in the early 2000s to several in 2013, including one main shop in Vientiane’s Chinese market and two on the main tourist street of Luang Prabang. By 2016, there were 22 and 15 outlets, respectively, in these two areas, both of which are popular with Chinese visitors. By 2016, Chinese outlets with ivory had also sprung up in other locations, mainly those visited by the increasing number of Chinese. ■ In 2016, the most common ivory items for sale were pendants, followed by necklaces, bangles, beaded bracelets and other jewellery, similar to items for sale in 2013, but in far larger quantities. ■ The least expensive item was a thin ring for USD 3 and the most expensive was a pair of polished tusks for USD 25,000. ■ Retail prices for ivory items of similar type were higher than elsewhere in Kings Romans, which is visited primarily by wealthier Chinese visitors with money to spend. ■ Mainland Chinese buy over 80% of the ivory items in Laos today. There are sometimes buyers from South Korea and other Asian countries, according to vendors. ■ Laotians today generally buy amulets that are made of bone or synthetic material, rather than ivory items.

Convergence of wildlife crime with other forms of organised crime: A 2023 review

The report builds on our first crime convergence report, published in 2021, which analysed a set of 12 case studies, and illustrated the varied ways that wildlife crime can overlap or intersect with other serious and organised crimes.

It presents additional analysis and insights from three in-depth case studies, based on open-source research and intelligence collected during Wildlife Justice Commission investigations. These three case studies add to the knowledge base on this issue, which will continue to develop globally as more cases are detected and analysed.

Wildlife crime is a cross-cutting criminal activity which cannot be tackled in isolation from other crimes. Crime convergence should be further studied and integrated as part of the approach to tackle wildlife crime and organised crime more broadly. An improved understanding of this intersection can help to identify more strategic policy and law enforcement responses to address it.

Future IUU Fishing Trends in a Warming World: A Global Horizon Scan

Comprising everything from small-scale, near-shore activity to industrial-scale, long-distance operations, the current IUU fishing threat has the potential to evolve significantly in a warming world. A global horizon scan explores the impacts of climate change on IUU fishing over the next 10 years and beyond.

Illegal, unreported and unregulated (IUU) fishing is a multifaceted global threat, occurring worldwide in inland waters, exclusive economic zones (EEZs) and on the high seas. Comprising everything from small-scale, near-shore activity to industrial-scale, long-distance operations, the current IUU fishing threat has the potential to evolve significantly in a warming world.

These evolutions stand to occur as fish populations themselves respond to a warming climate. Alongside critical stressors such as overfishing, oceanic warming is set to continue to contribute to an ongoing overall decline in fish populations globally. In parallel, there is evidence that key species are shifting poleward and to deeper waters, with declines in marine catch potential expected in the tropics. Combined with the effects of melting sea ice, changing weather patterns and the growth of marine heatwaves, among other factors, the impact on aquatic ecosystems is potentially highly destabilising.

These disruptive environmental changes have a range of potential implications for IUU fishing activity. The need to anticipate future trends across the threat landscape is thus pressing.

This paper presents the results of a global horizon scan conducted to explore the impacts of climate change on IUU fishing over the next 10 years and beyond.

The scan gathered globally available information by eliciting submissions from contributors worldwide, with a group of expert assessors collating and prioritising trends based on their ‘novelty’, ‘plausibility’ and ‘potential impact’. The scan produced a ranked list of 20 priority trends, categorised into four thematic areas. While the scan considered both emerging threats and opportunities, most of the 20 priority trends speak to emerging challenges, with potential options to address them where feasible and appropriate.

The first group of trends emerging from the scan covers evolving IUU fishing issues linked to shifting fish stocks and distributions. A number of these have the potential to challenge existing management and enforcement frameworks. Potential trends identified relate to an emerging ‘race to fish’ in the Arctic; ice loss and rising demand in the Antarctic; climate change impacts on the Humboldt Current System; novel interactions between mobile industrial fleets and smaller vessels; and domestic fishery closures potentially altering the length of supply chains.

The second group of trends relates to contested maritime boundaries and ungoverned spaces. Potential emerging trends include risks arising where fish cross between EEZs, and where sea-level rise feeds into maritime boundary disputes; evolving intersections between IUU fishing and geopolitical tensions in the South China Sea; the rising importance of IUU fishing in maritime security discourse; and the push to expand marine protected area (MPA) cover despite unresolved issues around the policing of MPA borders.

The third group of trends relates to evolving socioeconomic and criminological dynamics across small-scale IUU fishing and larger-scale operations. Potential issues include the incentivisation of IUU activity as livelihoods are undermined; risk-taking and vulnerability in the face of extreme weather; reliance on illegal labour practices in the face of reduced profitability; and evolving criminal tactics and patterns of crime convergence with growing seafood scarcity.

The fourth group of trends relates to challenges and opportunities for monitoring and enforcement. Potential emerging issues relate to vessel monitoring capabilities to detect climate-driven changes in IUU activity; gaps around the evaluation of interventions; persistent weaknesses in the transnational response; port infrastructural upgrades; and mounting public pressure for transparency.

To support efforts to address these trends, this paper offers a set of broad considerations for the range of stakeholders involved in the global response to IUU fishing. With future policy unable to address climate impacts in isolation, these are designed to be considered in the wider context of other evolving aspects of fisheries management.

Advance planning is essential. Many identified potential impacts of climate change are rooted in already visible trends, with advance action needed given the time required to update multilateral agreements, for example. Dedicated monitoring is needed to track changes in fish stocks relative to specific governance arrangements, as are forward-looking fisheries crime assessments.

Vessel-monitoring capabilities must be bolstered to detect climate-driven changes in activity. IUU fishing vessels could exhibit greater spatial mobility as they pursue shifting fish stocks, yet numerous gaps persist in vessel identification and monitoring capabilities. Gaps in state-level capacity to analyse unprocessed data continue to act as a barrier, with sustained work to build analytical capacity required.

Enforcement must be strengthened and adapted to a climate-changed future. With perpetrators of large-scale IUU fishing potentially becoming increasingly geographically mobile, gaps in international cooperation must be addressed. Systematic evaluation of existing enforcement, mitigation and deterrence methods is also needed to inform future interventions. Beyond this, challenges around the policing of expanding MPAs must be addressed.

Enhanced transparency and traceability must be pursued. As fish distributions shift and potentially alter the length of supply chains, responses continue to be hindered by a lack of transparency. Fishing-specific transparency legislation should be passed, ultimate beneficial ownership registries expanded, and schemes such as the Fisheries Transparency Initiative supported.

Geopolitical stakes woven into fishing activity must be accounted for. As stocks of key species decline and their distributions shift, new juxtapositions of marine biomass concentration and fishing effort across jurisdictional boundaries risk altering the geopolitical stakes involved. A clear focus on fisheries is needed as part of wider efforts to build mutual trust and cooperation in affected areas.

Resilience among artisanal fishing communities must be strengthened. In a range of locations, climate change could affect the vulnerabilities facing fishing-dependent communities as key species shift out of reach to deeper, cooler waters. Evidence-based measures must be enacted to enhance resilience to climate change, including long-term ‘pro-poor’ strategies to strengthen adaptive capacities.

High-volume IUU fishing must be treated with the severity it deserves. With IUU fishing often treated as a minor issue, the disconnect between crime type and response could grow, as shifting fishing grounds potentially increase IUU actors’ reliance on sophisticated organised criminal operations. National legislation must be updated such that large-scale IUU fishing qualifies as a serious crime per the UN Convention Against Transnational Organized Crime, with enforcement responses tailored to address shifting crime convergence.

Analysis of Femicide/Feminicide Legislation in Latin America and the Caribbean and a Proposal for a Model Law

The Inter-American Convention on the Prevention, Punishment and Eradication of Violence against Women was adopted in Belém do Pará, Brazil by all the countries in Latin America and the Caribbean in 1994, formalizing the definition of violence against women as a violation of their human rights.

The Belém do Pará Convention establishes for the first time the development of mechanisms to protect and defend the rights of women, in the fight to eliminate violence against their physical, sexual and psychological integrity, both in the public and in the private spheres.

The Belém do Pará Convention asks the States Parties to adopt legislative measures of a criminal nature (among others) that “are necessary to prevent, punish and eradicate violence against women” (Article 7.c of the Convention) .

Recommendation No. 35 on gender based violence by the Committee for the Elimination of All Forms of Discrimination against Women (CEDAW) states that: “Women’s right to a life free from gender-based violence is indivisible from and interdependent with other human rights, including the right to life, health, liberty and security of the person, the right to equality and equal protection within the family, freedom from torture, cruel, inhumane or degrading treatment, freedom of expression, movement, participation, assembly and association.”

eminists, surviving victims and academics in Latin America and the Caribbean managed to conceptualize as an offense of femicide/feminicide, developing a great regional debate, documenting and generating evidence in each country and comparing the phenomenon. It is from their great efforts that the typification of feminicide/femicide is achieved and it has been justified based on the standards of international human rights law.

In the framework of the CSW57 in 2013, in the agreed conclusions it was possible to incorporate the concept of femicide as a criminal offense expressing “concern for the violent murders of women and girls for reasons of gender, while recognizing the efforts made to face this form of violence in different regions, particularly in countries where the concept of femicide has been incorporated into national legislation.“

A first tool developed by the Office of the High Commissioner for Human Rights and UN Women in the Latin American and Caribbean region was the Latin American Model Protocol for the investigation of gender-related killings of women (femicide/feminicide) in the framework of the UN Secretary General’s Campaign UNITE to end violence against women.

On this occasion, both MESECVI and UN Women intend to provide the region with a model law on femicide/feminicide to address the most serious women´s human rights violation. To do so, we will first analyze the existing legislation, provoking debate and improvement in cases where it is required.

Analysis of Cases of Femicides - Murders of Women in the Republic of North Macedonia: 2017-2020

As the most extreme form of violence, femicides pose a threat to the safety of women around the world. Although they occur in different contexts, as a result of an intimate partner violence and domestic violence, sexual violence, armed conflict, or for the purpose of so-called preserving family honor (“honor murder”), the main causes are still to be found in the unequal distribution of power between men and women, and deep-rooted patriarchal values, even in developed countries.

This analysis was carried out with the support of the German Government project “Improving National Practices for Small Arms and Light Weapons and Building Violence Resilient Communities“ implemented by UNDP. The project is part of a broader regional initiative, a Roadmap for a Sustainable Solution to the Illegal Possession, Misuse and Trafficking of Small Arms and Light Weapons and their Ammunition in the Western Balkans by 2024.

By improving data collection, analysis and dissemination of information related to Small Arms and Light Weapons it is ensured that policies and practices for its control are guided by analysis and based on evidence. The gender aspect of the project is of particular importance for these policies and practices to deliver the best results in building a society resistant to violence.

The purpose of this analysis is to present the murder of women and girls in the Republic of North Macedonia in the period from 2017 to 2020, and is a continuation of the first Analysis of Cases of Femicides - murders of women in the Republic of Macedonia conducted by the National Network to End Violence against Women and Domestic Violence, with technical and financial support from the United Nations Development Programme (UNDP).

The findings of the analysis will be used to develop recommendations for improving the system of prevention and protection of women who are victims of gender-based and domestic violence, which will contribute to the prevention of femicide as a consequence of long-term exposure to violence by an intimate partner violence and domestic violence.

Experiences of coercive control among Australian women

This study examines the characteristics of violence and abuse reported by 1,023 Australian women who had recently experienced coercive control by their current or former partner. The most frequently reported behaviours were jealousy and suspicion of friends, constant insults, monitoring of movements and financial abuse. Over half of the respondents also reported experiencing physical forms of abuse (54%), including severe forms such as non-fatal strangulation (27%). One in three of these women also reported experiencing sexual violence during the survey period (30%). Women were much more likely to seek advice or support when they had also experienced physical or sexual forms of abuse.

Report on Indicators of School Crime and Safety: 2022

This report is the 25th in a series of annual publications produced jointly by the Bureau of Justice Statistics (BJS) and the National Center for Education Statistics (NCES), Institute of Education Sciences, Department of Education. It provides official estimates of school crime and safety from a variety of data sources, including national surveys of students, teachers, principals, and post-secondary institutions. The report presents data on different types of student victimization, measures of school conditions, and student perceptions about their personal safety at school. Indicator 2: Incidence of Victimization at School and Away From School includes data from BJS’s National Crime Victimization Survey. Each of the 23 indicators is presented separately, and all indicators can be found in the Condition of Education at NCES.

Highlights:

  • For students ages 12–18, the rate of nonfatal criminal victimization (including theft and violent victimization) at school in 2019 was not significantly different than the rate in 2010. From 2019 to 2021, the rate at school decreased from 30 to 7 victimizations per 1,000 students.

  • Lower percentages of public school teachers in 2020–21 than in 2011–12 reported being threatened with injury by a student from their school (6 vs. 10 percent) and being physically attacked by a student from their school (4 vs. 6 percent).

  • Higher percentages of public schools in 2019–20 than in 2009–10 reported problems with student cyberbullying (16 vs. 8 percent) at least once a week.

  • Lower percentages of students in grades 9–12 in 2019 than in 2009 reported the following issues: having been in a physical fight on school property in the previous 12 months (8 vs. 11 percent); carrying a weapon on school property during the previous 30 days (3 vs. 6 percent); and using alcohol on at least 1 day during the previous 30 days (29 vs. 42 percent).

A Nationally Representative Examination of the Prevalence, Characteristics, and Consequences of Statutory Rape in the United States

This report describes a project that had the main goal of developing a broad, nationally representative understanding of how often statutory rape occurs in the U.S., who the victims and perpetrators are, how self-reported estimates compare to estimates from law enforcement data, and whether short- and/or long-term consequences exist and if they do, what the consequences might be. In order to accomplish that goal, the project had four specific objectives: to estimate nationally representative rates of statutory rape victimization and perpetration using the National Longitudinal Survey of Youth 1997 (NLSY97); to assess situational differences between first sexual experiences that are statutory rape compared to those that are not; to estimate the likelihood of women’s statutory rape victimization being reported to police, using data from the National Incident-Based Reporting System (NIBRS); and to assess the short- and long-term consequences of statutory rape victimization, based on the nature and characteristics of relationships as well as on the age differences between victims and perpetrators. The authors provide a breakdown of their research design, methods, analytical and data analysis techniques, results and findings for the four objectives, research limitations, artifacts, datasets generated, and dissemination activities.

'High rollers': A study of criminal profits along Australia’s heroin and methamphetamine supply chains

THis report helps develop an understanding of the quantum of profits being made and where in the value chain they occur. Australians spent approximately A$5.8 billion on methamphetamine and A$470 million on heroin in FY 2019.

Approximately A$1,216,806,017 was paid to international wholesalers overseas for the amphetamine and heroin that was smuggled into Australia in that year. The profit that remained in Australia’s economy was about A$5,012,150,000. Those funds are undermining Australia’s public health and distorting our economy daily, and ultimately funding drug cartels and traffickers in Southeast Asia.

One key takeaway from the figures presented in this report is that the Australian drug trade is large and growing. Despite the best efforts of law enforcement agencies, methamphetamine and heroin use has been increasing by up to 17% year on year. Falling prices in Southeast Asia are likely to keep pushing that number up, while drug prices and purity in Australia remain relatively stable.

Improving Cybercrime Reporting in Scotland: A Systematic Literature Review

I have explored how to improve cybercrime reporting in Scotland by conducting a systematic literature review. Due to the lack of data on Scotland, I have frequently extrapolated from both the UK and the West. The research questions were: 1. What is known about cybercrime in the UK to date? 2. What is known about cybercrime victims in the UK to date? 3. What is known about cybercrime reporting to date? The answers were retrieved by combining Boolean variables with keywords into Scopus, Web of Science and ProQuest. This resulted in the analysis of 100 peer-reviewed articles. This analysis revealed a common trend, a novel taxonomy, and an original conclusion. The common trend is that of responsibilisation, which is the shifting of responsibility for policing cybercrime from the government onto the citizens and private sector, which will inevitably responsibilise consumers. The novel taxonomy is for classifying cybercrime reporting systems according to three pillars, which I referred to as Human-ToHuman (H2H), Human-To-Machine (H2M) and Machine-To-Machine (M2M). The original conclusion is that to improve cybercrime reporting in Scotland, the process needs to be treated also as a social one rather than a purely mathematical one.

Internet Crime Report 2021

In 2021, America experienced an unprecedented increase in cyber attacks and malicious cyber activity. These cyber attacks compromised businesses in an extensive array of business sectors as well as the American public. As the cyber threat evolves and becomes increasingly intertwined with traditional foreign intelligence threats and emerging technologies, the FBI continues to leverage our unique authorities and partnerships to impose risks and consequences on our nation’s cyber adversaries. The FBI’s Internet Crime Complaint Center (IC3) provides the American public with a direct outlet to report cyber crimes to the FBI. We analyze and investigate the reporting to track the trends and threats from cyber criminals and then share this data with our intelligence and law enforcement partners. The FBI, alongside our partners, recognizes how crucial information sharing of cyber activities is to prepare our partners to combat the cyber threat, through a whole-of-government approach. Critical to that approach is public reporting to IC3 - enabling us to fill in the missing pieces with this valuable information during the investigatory process. Not only does this reporting help to prevent additional crimes, it allows us to develop key insights on the ever-evolving trends and threats we face from malign cyber actors. In 2021, IC3 continued to receive a record number of complaints from the American public: 847,376 reported complaints, which was a 7% increase from 2020, with potential losses exceeding $6.9 billion. Among the 2021 complaints received, ransomware, business e-mail compromise (BEC) schemes, and the criminal use of cryptocurrency are among the top incidents reported. In 2021, BEC schemes resulted in 19,954 complaints with an adjusted loss of nearly $2.4 billion.

Market Structure and Extortion: Evidence from 50,000 Extortion Payments

How does gang competition affect extortion? Using detailed data on individual extortion payments to gangs and sales from a leading wholesale distributor of consumer goods and pharmaceuticals in El Salvador, we document evidence on the determinants of extortion payments and the effects of extortion on firms and consumers. We exploit a 2016 nonaggression pact between gangs to examine how collusion affects extortion in areas where gangs previously competed. While the pact led to a large reduction in competition and violence, we find that it increased the amount paid in extortion by approximately 20%. Much of this increase was passed through to retailers and consumers: retailers experienced an increase in delivery fees, leading to an increase in consumer prices. In particular, we find an increase in prices for pharmaceutical drugs and a corresponding increase in hospital visits for chronic illnesses. The results point to an unintended consequence of policies that reduce competition between criminal organizations.

Criminal Conviction Records in New York City (1980-2019)

In this report, the Data Collaborative for Justice (DCJ) presents analyses on criminal convictions in New York City from 1980 through 2019, using data provided by the New York State Division of Criminal Justice Services. DCJ presents the number of criminal convictions that have accumulated over the course of these four decades, broken down by charge severity (i.e., misdemeanor vs. felony), charge type (e.g., drug charges or property-related charges) and demographics (i.e., race/ethnicity, sex, and age). DCJ also documents the number of individuals who have criminal convictions on their records, including the race/ethnicity, sex, and age of people with conviction records. Finally, DCJ analyzes individuals’ conviction records to assess how long ago these convictions occurred and the number and type of charges that make up conviction records.

Criminal Convictions in New York State, 1980-2021

Total Convictions

  • Changes in Annual Conviction Totals From 1980 to 2021: In 1980, there were just over 71,000 statewide convictions. After rising sharply in the 1980s, and fluctuating from about 170,000 to 200,000 per year from 1990 to 2010, annual convictions dropped to 109,000 in 2019, and continued to decline significantly in 2020 and 2021.

  • Geography: New York City accounted for 53% of the State’s convictions in 1980, declining to 33% in 2019, while 18% involved the suburban counties of Nassau, Suffolk, Westchester, and Rockland, and 49% involved the upstate region.

  • Demographics: From 1980 to 2021, 82% of convictions involved men. From 1985 to 2021, 42% of convictions involved Black people (though they made up 15% of the State’s population in 2019), 20% involved Hispanic people, and 36% involved white people.

People with Convictions

  • Overall: The 6.6 million total statewide convictions represented just under 2.2 million people. A misdemeanor conviction was the most serious on the record for three quarters of the cases.

  • Racial Disparities: From 1980 to 2021, about 1.1 million white, 640,000 Black, 380,000 Hispanic, and 41,000 Asian New Yorkers accumulated a conviction. In 2019, the conviction rate per 100,000 people was 3.1 times higher for Black than white people statewide. New York City saw the starkest racial disparities of any region, with a conviction rate 5.7 times higher for Black than white people.

  • Recency of Convictions: The most recent conviction was more than 20 years ago for 47% of people, 11 to 20 years ago for 26%, and within the past ten years for 27%.

  • People Newly Accumulating a Conviction Record: In the 2019 pre-pandemic year, 107,481 people were convicted of a crime, of which 30,458 (28%) experienced their first conviction (and, hence, were newly exposed to resulting lifetime repercussions).
