National Burden of Injury and Deaths From Shootings by Police in the United States, 2015–2020

Objectives.To describe all-outcome injurious shootings by police and compare characteristics of fatalversus nonfatal injurious shootings nationally.Methods.From July 2021 to April 2023, we manually reviewed publicly available records on all2015–2020 injurious shootings by US police, identified from Gun Violence Archive. We estimated injury frequency, case fatality rates, and relative odds of death by incident and victim characteristics.Results.A total of 1769 people were injured annually in shootings by police, 55% fatally. When a shooting injury occurred, odds of fatality were 46% higher following dispatched responses than police-initiated responses. Injuries associated with physically threatening or threat-making behaviors,behavioral health needs, and well-being checks were most frequently fatal. Relative to White victims,Black victims were overrepresented but had 35% lower odds of fatal injury when shot.Conclusions.This First multi-year, nationwide analysis of injurious shootings by US police suggests that injury disparities are underestimated by fatal shootings alone. Non-policing responses to social needs may prevent future injuries.Public Health Implications.We call for enhanced reporting systems, comprehensive evaluation of emerging reforms, and targeted investment in social services for equitable injury prevention.

The Unsolved Crime in “Total Peace”: Dealing with Colombia’s Gaitanistas

With its “total peace” policy, the Colombian government aims to engage all the country’s armed groups in talks, but it has no dialogue underway with the largest armed criminal outfit, the Gaitanista Self-Defence Force. This gap is significant, given the Gaitanistas’ deep pockets and their drive to expand. Why does it matter?From their Atlantic coast stronghold, where they run some of the country’s main drug trafficking routes as well as migrant smuggling rackets, the Gaitanistas exercise coercive control of numerous communities. If they remain outside peace talks, they could undermine negotiations with other groups or capitalise on their demobilisation. What should be done?Bogotá should start down a path of progressively more substantive discussions with the Gaitanistas aiming, first, to reduce violence against civilians and, secondly, to discuss legal conditions for laying down arms. In parallel, the police and military should continue operations to protect civilians and press the group toward talks. Latin America Report N°105

Human Trafficking for Sexual Exploitation at World Sporting Events

Many members of the international community fear that world sporting events, such as the Olympics and the World Cup, create surges in human trafficking for sexual exploitation, causing women and girls to be exploited for commercial sex while the rest of the world celebrates athleticism and sport. These fears have sparked heated debate about the measures hosting countries should take to prevent human trafficking at these events and the role prostitution policies play in combating human trafficking. In the lead-up to the 2010 Olympics in Canada and the 2010 World Cup in South Africa, politicians in both countries proposed legalizing prostitution as a means of combating human trafficking at the events. This Note explores the connection between prostitution laws and sex trafficking, as well as the link between world sporting events and sex trafficking, with specific reference to preparations for the recently completed 2010 Olympics and the upcoming World Cup. Drawing on research about human trafficking at the 2004 Olympics in Athens, the 2006 World Cup in Germany, and the 2008 Olympics in Beijing, this Note argues that specific anti-trafficking efforts are more effective than prostitution policy reform in combating human trafficking. Finally, this Note critiques Canada's anti-trafficking related preparations for the 2010 Olympics and provides general recommendations for strengthening South Africa's anti-trafficking efforts before the 2010 World Cup.

Olympic Violence: Memory, colonialism, and the politics of place

This paper proceeds as a brief intervention in response to Andrew Foxall's article "Geopolitics, genocide and the Olympic Games: Sochi 2014". I address the violence that is associated with the Olympic Games and the politics of place that are involved in site selection. In offering some reflections on how the Olympics are irrevocably tied to colonial processes, my primary contention is that it is necessary to ask critical geographical questions about the Games. Such interrogation opens up a dialogue wherein greater awareness for the legacies of violence may be established, which has the potential to interrupt its ongoing unfoldings.

ONLINE ABUSE IN ATHLETICS: A Research Study: World Athletics Championships Budapest 23

World Athletics today (22 December 2023) published findings of a study conducted during the World Athletics Championships Budapest 23 focused towards identifying and addressing abusive and threatening behaviour aimed at athletes on the X and Instagram social media platforms.

Building on the past two years of implementing greater safeguarding measures in athletics, 449,209 posts and comments were analysed between 18-28 August for abusive content in 16 different languages and additional dialects, protecting 1344 athletes with 1666 active accounts across both platforms.

This included text analysis, through searches for slurs and other phrases (including emojis) that could indicate abuse. Image recognition tools were also deployed to flag potentially offensive images. These findings were then compared to results from the previous study, conducted a year earlier at the World Athletics Championships Oregon22 (15-24 July 2022).

The research once again identified clear instances of online abuse and threats, targeting athletes competing at the World Athletics Championships Budapest 23. It detected notable examples of racist and sexualised abuse, with a selection of posts extending into potential action from law enforcement.

The study revealed:

X (formerly Twitter) was the preferred channel for abusers, accounting for almost 90% of detected abuse, a 500% relative increase compared to 2022

Racist abuse made up over one third of all abuse, an increase of 14% from 2022

Male athletes faced an increase in abuse, with the gender split of abuse being 51% targeting men and 49% targeting women

Two athletes out of 1344 monitored received 44% of all accounted abuse between them\

The levels of abuse detected during Budapest were noticeably higher when compared with the previous year’s study conducted during the World Athletics Championships Oregon22. Of the instances of racist abuse detected, the vast majority came on X. The abuse was overwhelmingly targeted at black athletes, with invocations of monkey imagery and deployment of the N-word in several spellings.

This is the third study of its kind in athletics and forms part of a research project World Athletics is conducting stretching over four years to fully understand the size, scale and gravity of online abuse athletes face during major sporting events. It is the third deployment of Threat Matrix, an initiative by data science company Signify Group, supported by sports investigations company Quest.

With a fourth study due to be carried out at the Olympic Games in Paris next year, the combined research will then encompass data from two Olympic Games as well as two World Athletics Championships, with events staged across Asia, Europe and North America.

Successful child sexual violence prevention efforts start with data: how the Violence Against Children and Youth Survey helped curb the tide of child sexual violence in 20 countries

Violence against children is a pervasive global public health and human rights issue, with 1 billion children experiencing at least one form of violence annually. Extensive scientific literature shows childhood adversity, including sexual violence, to be directly and indirectly associated with a host of health and social consequences with a dose–response effect, consequential intergenerational impacts, and sizeable economic ramifications. There is a dearth of population data on the prevalence of childhood sexual violence as well as its antecedents and health and social outcomes, which has hampered violence prevention and child protection efforts globally and locally. Population data are critical, alongside administrative data systems and statistical definitions and classification schemes, for governments to adequately begin addressing violence against children. The absence of national prevalence data has resulted in limited information to guide national policies and prevention strategies, monitor trends, and evaluate prevention efforts. Globally, lack of data on the epidemiological patterns of violence against children has resulted in deficient prioritisation for preventing and responding to this critical problem. Violence Against Children and Youth Surveys (VACS) collect comprehensive data on violence and have been implemented in over 23 countries in Africa, Asia, the Caribbean, Europe and Latin America since 2007. VACS have also been repeated in three countries: Zimbabwe (2011; 2017), Kenya (2010; 2019) and Eswatini (2007; 2022). VACS provide extensive data on the prevalence and contexts of all forms of violence, including sexual violence, therefore allowing for targeted prevention and response efforts. VACS further provide the global research community with data to examine the epidemiological patterns of childhood sexual violence across countries and regions. VACS data have raised awareness and improved understanding of childhood sexual violence in many countries worldwide, and thereby catalysed action. This article draws on VACS reports and empirical publications, to summarise and describe patterns in childhood sexual violence across countries that have completed VACS and shed light on the global prevalence of childhood sexual violence.

The Condemnation of Scopophilia: How the Federal Sentencing Guidelines Perpetuate Rather Than Discourage Child Pornography Offenses

In 1987, the U.S. Sentencing Commission created its first federal sentencing guideline for child pornography offenses. As Congress grappled with dynamic technological advances that changed the child pornography landscape, the Commission continually revised and amended these guidelines, creating the last significant amendment in 2009. For the past 12 years, these guidelines have been considered by federal court judges tasked with sentencing child pornography offenders, yet little has been done to determine whether or not these guidelines actually diminish the amount of children victimized by child pornography. While acknowledging that child pornography victimizes and harms children in countless ways and must be criminalized to account for these egregious harms, this Note argues that the sentencing guidelines fail to deter the production, distribution, and consumption of child pornography, and fail to fulfill congressional goals of protecting children from victimization. Rather, the guidelines have resulted in the mass incarceration of child pornography offenders and a system that punishes viewers of child pornography more severely than it does child rapists. If the government truly wants to protect children from being victimized through child pornography, then the sentencing guidelines, as written, cannot stand, and they must be replaced by a system that allows child pornography offenders to access rehabilitative resources both inside and outside of the federal prison system.

Trends in Family Violence Are Not Causally Associated with COVID-19 Stay-at-Home Orders: a Commentary on Piquero et al.

COVID-19 has caused a wave of research publications in academic and pre-print outlets which have resulted in several high-profile retractions. While the breadth of emerging research has been instrumental in understanding and curbing the global pandemic in near real-time, unfortunately manuscripts with major methodological challenges have fallen through the cracks. In this perspective, we illustrate this issue in light of a recent manuscript by Piquero et al. (2020). In the study, a statistically significant association between stay-at-home orders and family violence was not detected; however, the authors widely disseminated a “12.5% increase in family violence” offenses to a variety of media outlets. This negligent dissemination of inaccurate research findings has important implications for policy and the virus mitigation efforts, which might urge policymakers to terminate stay-at-home orders in an effort to reduce family violence and other social risk factors. Changes may ultimately result in more COVID-related deaths as stay-at-home orders are prematurely and inappropriately lifted to prevent purported injuries in the home. Therefore, the widespread propagation of these claims in the absence of scientific evidence of an increase has great potential to cause harm.

Rural Victimization and Policing during the COVID-19 Pandemic

Rural criminal justice organizations have been overlooked by researchers and underfunded in the United States, exacerbating problems caused by the coronavirus pandemic. Access to victims' services has been a longstanding issue in rural communities, but has become more difficult due to stay-at-home orders and changes in daily activities. Requirements such as social distancing, necessitated by COVID-19, have increased the risk of domestic violence and rural service providers are less prepared than those in more populated areas. Rural law enforcement agencies, on the other hand, have traditionally operated with smaller budgets and staffs-conditions that have complicated the response to the unprecedented event. Many of the recommended practices for policing during a pandemic have been more applicable to larger urban and suburban departments with more resources and officers extended across many units. The strain on rural victims' services and law enforcement has been felt only a few months into the coronavirus pandemic, while the long-term effects are not yet known.

  COVID-19 Effects on Pennsylvania Crime Trends: A Rural/Urban Comparison

The project’s primary goal was to investigate whether shocks stemming from the COVID-19 pandemic either triggered or heightened human suffering in two crimerelated areas: murder and abuse. A secondary goal was to identify rural-urban differences in these outcomes both before and during the pandemic. An analysis of homicides and protection from abuse orders over time provided valuable insights regarding crime trends and rural-urban differences, but it did not suggest large, long-term effects due to the COVID-19 pandemic throughout the state. The statewide homicide rate rose 21 percent from 2019 to 2020, but the increase was specific to a certain group and location: Black, male victims in Philadelphia County, murdered with a firearm, with most of these incidents being homicides, with no known relationship between the victim and offender (Philadelphia County’s murder rate increased 36 percent in 2020). In rural counties, the 2020 murder rate rose 24 percent, and in non-Philadelphia urban counties, there was a 3 percent increase. It should be noted that these upward trends came after homicides steadily rose from 2014 to 2018, before falling significantly in 2019, and then rising in 2020. The exploratory analysis on county-levels of COVID case and death rates found no statistical evidence that high COVID-rate counties were more likely to experience high levels of protection from abuse orders or homicides. However, the analysis found that counties with higher unemployment rates and Supplemental Nutrition Assistance Program (SNAP) participation also experienced higher murder rates and protection from abuse order prevalence in 2020 (a relationship that holds when tested across other years).

Cost of Non-fatal Firearm Injuries in Pennsylvania, 2016-2021

Information on the prevalence and cost of firearm injury is difficult to find and typically lacks important details. Using a rich dataset from the Pennsylvania Health Care Cost Containment Council (PHC4), researchers from PCCD/IUP performed a statistical analysis of non-fatal firearm injuries from 2016 to 2021, finding the following: • Initial injury totals and costs: Over the five-year timeframe, an estimated 10,640 new, non-fatal firearm injuries occurred in Pennsylvania for which patients received treatment. The medical cost of initial treatment for these injuries was $308.4 million, or over $51 million per year. The average cost of treatment was $34,837 in 2020. • Rising medical costs and injuries: The number of total injuries increased by 20 percent and the medical cost for these injuries increased by 107 percent from 2016 to 2020. The number of accidental injuries increased by 46 percent (to over 1,000 per year in 2020), with a cost increase of 195%. Assault injuries increased by 5%, with the medical costs of these injuries increasing by 81%. • Rises with COVID: The number of firearm injuries rose dramatically immediately after the onset of the COVID-19 pandemic and resulting shutdowns. Both accidental and assault injuries rose to their highest levels over the timeframe studied. • Economic and Racial Disparities: The poorest one-fifth of zip codes incurred nearly 60 percent of the total medical costs of firearm injuries. Two-thirds of all patients of firearm injuries were Black, although Black people make up only 11 percent of the Pennsylvania population. • Long-term costs: 16 percent of new injuries require additional hospital visits and incur nearly four times the medical costs, averaging over $70,000 per patient. Over 3 percent of new firearm injuries result in paralysis, increasing costs over the first year to over $100,000. • Full Economic Losses: If values are placed on lost work and lower quality of life, the total economic losses of firearm injury increase by six-fold to an estimated $300 million per year and $1.5 billion. Estimates here should be considered conservative, as they do not consider full costs to society (i.e. disability and unemployment payments) and are limited to costs only incurred during the time of visits for treatment (i.e. not counting long-term rehabilitation). Additionally, they do not include fatal injuries or shootings – for instance, over 600 people are victims of homicide by firearm and at least double that number die by firearm suicide per year. The nonfatal injury findings here are in line with estimates for U.S. injuries made separately by the Government Accountability Office and the Center for Disease Control.

Murder trends in South Africa’s deadliest provinces

The South African per-capita murder rate has steadily escalated since 2011/12, when it was at its lowest since 1994. The 2022/23 rate of 45 per 100 000 is the highest in 20 years. But focusing on national murder trends is misleading as trends vary greatly across the nine provinces. The current high per-capita murder rate is driven by high rates in the Eastern Cape, KwaZulu-Natal, the Western Cape and Gauteng. Key findings: South African murder trends vary considerably across provinces. The Eastern Cape, KwaZulu-Natal, the Western Cape and Gauteng have the highest per-capita murder rates. In 2022/23, the Eastern Cape had the highest murder rate (71 per 100 000), followed by KwaZulu-Natal and the Western Cape, both with annual murder rates of 56. The four provinces with the most murders have also recorded the highest per-capita murder rate increases in the last 10 years. Since 2011/12, rates have increased most dramatically in KwaZulu-Natal and the Eastern Cape. The increase has been greatest from 2017/18 to 2022/23. The per-capita murder rate in the Western Cape decreased over the last five years. Recommendations The government and society must prioritise reducing murder rates, which are high and increasing. The collection of data about murder, and the analysis thereof, must be improved. ‘One-size-fits-all’ approaches to addressing murder are unlikely to be effective. Responses should be adapted to respond to the drivers of murder focusing on high-murder localities. Priority should be given to understanding and addressing murder in the four provinces with the highest per-capita murder rates. KwaZulu-Natal and, to a lesser degree, Gauteng experienced major surges in murder in 2021/22, with increases continuing in 2022/23. These have taken them well above their rates in the year before the COVID-19 pandemic and national lockdown. Deaths during the July 2021 unrest were not a major contributor to the increases in murder in KwaZulu-Natal and Gauteng in 2021/22. Many experts believe that the entrenchment and growth of organised crime has played a major role in the increasing number of murders. More in-depth provincially focused research and analysis is required to better understand the factors and circumstances driving murder trends.

From the document: "On November 14, 2023, Secretary Mayorkas tasked the HSAC [Homeland Security Advisory Council] with forming a subcommittee on Combatting Online Child Sexual Exploitation and Abuse (CSEA) to develop the DHS strategy to protect community stakeholders from incidents of CSEA, consistent with the Department's authorities. To address these findings, the subcommittee makes the following six recommendations to DHS: 1. Establish, resource, and empower an office within DHS to lead Departmental efforts to counter online CSEA and form a center within DHS to organize a whole-of-government approach to addressing online abuse and exploitation. 2. Leverage existing tools; develop and advocate for policy solutions. 3. Increase participation in the combatting of CSEA by the major platform vendors. a. Build a uniform technology platform with a public private partnership for monitoring and reporting on all investigations, past and present, open and closed. This platform would be used as the system of record for all investing agencies. b. Reframe and realign incentives to partnership through legislative actions. 4. Prioritize vicarious trauma and workplace well-being support for law enforcement, civil society employees, and other frontline staff who encounter CSEA material in their work. 5. Bolster and sustain DHS external engagement for the Know2Protect Campaign by expanding resources and outreach with the Department of Education (ED). 6. Social Inclusion from Below: The Perspectives of Street Gangs and Their Possible Effects on Declining Homicide Rates in Ecuador

Since 2007, the Ecuadorian approach to crime control has emphasized efforts to reach higher levels of social control based on policies of social inclusion and innovations in criminal justice and police reform. One innovative aspect of this approach was the decision to legalize a number of street gangs in 2007. The government claims the success of these policies can be seen in homicide rates that have fallen from 15.35 per 100,000 in 2011 to 5 per 100,000 in 2017. However, little is understood about the factors and their combination that have produced this outcome. To explore this phenomenon, we developed a research project focusing on the impact of street gangs involved in processes of social inclusion on violence reduction. From April to October 2017, we collected multiple data sets including 60 face-to-face interviews with members from four different street subcultures in several field sites, field observations and archival materials to answer two primary questions: How has the relationship between street groups and state agencies changed in the past 10 years? How has this changed relationship contributed to a hitherto unexamined role in the homicide reduction phenomenon of Ecuador? We found that legalization helped reduce violence and criminality drastically while providing a space, both culturally and legally, to transform the social capital of the gang into effective vehicles of behavioral change. In policy terms, we argue that the social inclusion approach to street gangs should be continued and highlighted as a model of best practices of the state.

Social Control and the Gang: Lessons from the Legalization of Street Gangs in Ecuador

 In 2008, the Ecuadorian Government launched a policy to increase public safety as part of its “Citizens’ Revolution” (La Revolución Ciudadana). An innovative aspect of this policy was the legalization of the country’s largest street gangs. During the years 2016–2017, we conducted ethnographic research with these groups focusing on the impact of legalization as a form of social inclusion. We were guided by two research questions: (1) What changed between these groups and society? and (2) What changed within these groups? We completed field observations and sixty qualitative interviews with group members, as well as multiple formal and informal interviews with government advisors, police leaders and state actors related to the initiative. Our data show that the commitment to social citizenship had a major impact on gang-related violence and was a factor in reducing the nation’s homicide rate. The study provides an example of social control where the state is committed to policies of social inclusion while rejecting the dominant model of gang repression and social exclusion practiced throughout the Americas.

Illegal synthetic opioids: Can Europe prevent a crisis?

Potent synthetic opioids, illegally produced, are starting to emerge in Europe. Considering the damaging harms caused by the opioid crisis in North America, which has led to a substantial surge in overdose deaths, it is crucial that European leaders understand the challenges associated with synthetic opioids.
