The criminal careers of Australian drug traffickers

Background: Very few studies have examined the criminal careers of drug traffickers. Our aim in this study was to determine (a) the percentage of drug traffickers who cease involvement in crime following their first conviction for drug trafficking, (b) the factors that affect the likelihood and speed of re-offending among drug traffickers, (c) the factors that affect the rate of reoffending among drug traffickers and (d) the scale of drug trafficker involvement in crimes other than drug trafficking.

Methods: We characterize the criminal careers of a sample of 30,020 cases of offenders convicted of drug trafficking in New South Wales (NSW), Australia over the 29-year period between 2000 and 2023, focussing on how drug charge, trafficker type, and drug and alcohol use affect the risk and frequency of offending. We use a combination of descriptive statistics, cure fraction regression and negative binomial regression. Our controls in the regression analyses consist of age, age of first conviction and number of prior convictions.

Results: The 'cure' rate among males aged 30-39 who were first convicted between 19 and 35 years of age, whose principal offence is trafficking in a non-commercial quantity of heroin, who have three prior convictions and who score 'moderate' in terms of the LSI-R drug/alcohol scale is 31 per cent. The instantaneous risk of re-offending among ATS, heroin, cannabis and ecstasy traffickers ranges between 62 and 82 per cent higher than among cocaine traffickers. Convicted drug traffickers commit a wide variety of offences but only a small proportion are convicted of drug offences before or after their first conviction for drug trafficking.

Conclusions: The present study raises two important questions for future research. The first concerns whether those involved in drug trafficking in Australia rely on it as a primary source of income or whether it is just one of several income-generating criminal activities they switch between in the course of a criminal career. The second question is why there are such marked differences in the risk, speed and frequency of offending among traffickers of different drugs.

The Illegal Drug Threat in Illinois

Does Entry Remedy Collusion? Evidence from the Generic Prescription Drug Cartel

Entry represents a fundamental threat to cartels engaged in price fixing. We study the extent and effect of this behavior in the largest price fixing case in US history, which involves generic drugmakers. To do so, we link information on the cartel’s internal operations to regulatory filings and market data. We find that collusion induces significant entry, which in turn reduces prices. However, regulatory approvals delay most entrants by 2-4 years. We then estimate a structural model to assess counterfactual policies. We find that reducing regulatory delays by just 1-2 years equates to consumer compensating variation of $597 million-$1.52 billion.

Reducing the harm from illegal drugs

The distribution, sale and consumption of illegal drugs causes significant harm to individuals, families and communities. In 2021, almost 3,000 people in England died because of drug misuse and thousands more suffered complex health problems. The government also estimated that around three million people in England and Wales take illegal drugs at a cost to society of approximately £20 billion a year. The drugs trade generates significant levels of violence and is believed to be responsible for around half of all murders in England and Wales.

Tackling the problems caused by illegal drugs is complex. It involves disrupting the organised gangs which supply and distribute drugs, and providing effective treatment and recovery services to help people with addictions. The government announced a £900 million increase in funding for 2022-23 to 2024-25 and committed to long-term targets to reduce drug use and drug-related crime and deaths. The government established the cross-government Joint Combating Drugs Unit (JCDU) to co-ordinate and oversee the development and implementation of the strategy.

t is almost two years since the government introduced its latest drugs strategy and less than 18 months remain in the current funding period to March 2025. This report examines whether the government is well positioned to achieve the strategy’s 10-year ambitions. It covers:

the development of the 2021 drugs strategy, its objectives and funding

progress in implementing the strategy

the approach to achieving the strategy’s long-term outcomes

It is too early to conclude whether the 2021 strategy will reduce the harm from illegal drugs. It will take time for new funding and interventions to address a complex set of issues, and many of the indicators used to measure progress lag behind activity. This report therefore assesses whether departments are making the planned progress in implementing the strategy, and whether the JCDU has an effective approach to understanding the impact it is having and managing the risks to achieving the strategy’s aims. It does not examine the effectiveness of interventions at the local level.

Conclusions

In 2021 the government estimated that the harm caused by illegal drugs costs society £20 billion each year. Its 2021 drugs strategy, led by the cross-government Joint Combating Drugs Unit, has provided new impetus to efforts to address these harms, and committed £900 million to 2024-25.

The strategy has established new partnerships across central and local government, and local authorities are taking steps to rebuild the workforce that was lost over the past decade. But these measures alone will not address all of the barriers to achieving a long-term reduction in drug use, deaths and related crime. The issues are complex and will require a sustained long-term response.

To inform government’s response, the JCDU and relevant departments need to develop a deeper understanding of the impacts of government spending, working closely with local service providers to understand and help address the practical challenges they face. The JCDU and departments need to be realistic about what is achievable in the first three years and assess how to adapt their approach to achieve the strategy’s 10-year outcomes.

In doing so, the JCDU should seek to provide confidence to local government: that this is a long-term commitment. It must also urgently develop a plan to reduce the demand for illegal drugs. The current lack of emphasis on preventing illegal drug use means that departments risk only addressing the consequences, rather than the causes, of harm. The government will only achieve value for money if it builds on the initial momentum of the new strategy and develops a longer-term, funded plan that delivers a joined-up, holistic response.

This book shows that the application of punishment under the guise of deterrence, despite its ineffectiveness, is frequently preferred to a more adequate management for some types of offenders. This book provides ten manuscripts that describe different aspects of the relationship between drugs and crimes, always focusing on Brazilian reality. It shows that a partnership between specialized mental health professionals, lawyers and policy makers is urgent with respect to this subject in Brazil and other countries.

'High rollers': A study of criminal profits along Australia’s heroin and methamphetamine supply chains

THis report helps develop an understanding of the quantum of profits being made and where in the value chain they occur. Australians spent approximately A$5.8 billion on methamphetamine and A$470 million on heroin in FY 2019.

Approximately A$1,216,806,017 was paid to international wholesalers overseas for the amphetamine and heroin that was smuggled into Australia in that year. The profit that remained in Australia’s economy was about A$5,012,150,000. Those funds are undermining Australia’s public health and distorting our economy daily, and ultimately funding drug cartels and traffickers in Southeast Asia.

One key takeaway from the figures presented in this report is that the Australian drug trade is large and growing. Despite the best efforts of law enforcement agencies, methamphetamine and heroin use has been increasing by up to 17% year on year. Falling prices in Southeast Asia are likely to keep pushing that number up, while drug prices and purity in Australia remain relatively stable.

A Phenomenological Qualitative Study to Discover the Attitudes and Perceptions of Police Officers on the Legalization of Recreational Cannabis and Crime

Purpose: The purpose of this phenomenological qualitative study was to discover the attitudes and perceptions of police officers on the legalization of recreational cannabis and crime.

Methodology: This qualitative, phenomenological methodology employed the use of semi-structured interview questions consisting of open-ended questions to understand the lived experiences of Colorado Police and Sheriff Officers and their perspectives on the experiences with the legalization of cannabis and crime. The sample size of 16 officers was selected from the sampling frame, which included Denver Police officers and Larimer County Sheriff officers.

Findings: Analysis of the data from interviews resulted in the identification of 14 major findings; 1) Officers oppose legalization; 2) Officers have an unfavorable opinion regarding legalization because they feel it can lead to increased access/use of illicit drugs; 3) Officers feel that the only reason the state legalized cannabis is for the tax revenue it generates for the state; 4) Officers’ viewpoint is that legalization has led to more violent crimes; 5) Officers perceive that Amendment 64 was designed to change perceptions about legal recreational marijuana; 6) Officers feel that legalization has led to an increase in burglary; 7) Officers are cognizant of the possibility of an increase in organized crime activities; 8) Officers expressed displeasure with the decriminalization of non-medical use, possession, and purchase of narcotics; 9) Officers express how an increase in crime has negatively impacted policing efforts; 10) Officers attribute an increase in homelessness and transient population as a symptom of the legalization of recreational cannabis; 11) Officers express frustration with lack of effective regulation; 12) Officers expressed that legalization has had no effect on timely responses to crime; 13) Officers expressed that the biggest challenge faced is maneuvering the demands of state versus federal law; 14) Officers express frustration in navigating the legal requirements relating to legal search and seizure.

Conclusions: As more states are considering legalizing cannabis for recreational use, these findings present significant suggestions for the state legislature and the members of the law enforcement community in those states.

Recommendations: Additional research should be conducted in other states to expand on the perceptions of the law enforcement community pre-and post-legalization of recreational cannabis and the impact it has on crime.

The Impact of Arrest and Seizure on Drug Crime and Harms: A systematic Review

Drawing on the Global Policing Database (GPD), this review assesses the impact of supplier arrests and seizures on drug crime, drug use, drug price, drug purity, and drug harm outcomes. Just 13 impact evaluation studies (reported in 18 documents) met inclusion criteria. An evidence and gap map was constructed, showing that research to date relates primarily to drug harms, followed by drug crime and drug price, and that there are significant gaps in the impact evaluation literature. The results of this review demonstrate the limited amount of high-quality scientific evidence that can be used to examine the impact of supplier arrest and seizure on a range of drug-related outcomes.

The Drug War in Mexico: Confronting a Shared Threat

The drug war in Mexico has caused some U.S. analysts to view Mexico as a failed or failing state. While these fears are exaggerated, the problems of widespread crime and violence, government corruption, and inadequate access to justice pose grave challenges for the Mexican state. The Obama administration has therefore affirmed its commitment to assist Mexico through continued bilateral collaboration, funding for judicial and security sector reform, and building “resilient communities.”

David A. Shirk analyzes the drug war in Mexico, explores Mexico’s capacities and limitations, examines the factors that have undermined effective state performance, assesses the prospects for U.S. support to strengthen critical state institutions, and offers recommendations for reducing the potential of state failure. He argues that the United States should help Mexico address its pressing crime and corruption problems by going beyond traditional programs to strengthen the country’s judicial and security sector capacity and help it build stronger political institutions, a more robust economy, and a thriving civil society.

COVID-19 and the Drug Supply Chain: from production and trafficking to use

The COVID-19 crisis is taking its toll on the global economy, public health and our way of life. The virus has now infected more than 3.6 million people worldwide, killed 250,000 and led Governments to take drastic measures to limit the spread of coronavirus disease 2019. Roughly half of the global population is living under mobility restrictions, international border crossings have been closed and economic activity has declined drastically, as many countries have opted for the closure of nonessential businesses. Drug trafficking relies heavily on legal trade to camouflage its activities and on individuals being able to distribute drugs to consumers. The measures implemented by Governments to counter the COVID19 pandemic have thus inevitably affected all aspects of the illegal drug markets, from the production and trafficking of drugs to their consumption. Having said that, the impact of those measures varies both in terms of the different business models used in the distribution of each type of drug and the approaches used by different countries to address the pandemic. These range from the closure of international border crossings, while allowing domestic travel, to moderate-to-strict shelter-in-place orders, or a complete lockdown of all activities, including suspension of essential services other than for emergencies. The impact on actual drug production may vary greatly depending on the substance and the geographical location of its production.

The Heroin Coast: A political economy along the estern African seaboard

This report examines the characteristics of the heroin trade off the East African coast and highlights the criminal governance systems that facilitate drug trafficking along these routes.

In recent years, the volume of heroin shipped from Afghanistan along a network of maritime routes in East and southern Africa appears to have increased considerably. Most of this heroin is destined for Western markets, but there is a spin-off trade for local consumption. An integrated regional criminal market has developed, both shaping and shaped by political developments in the region. Africa is now experiencing the sharpest increase in heroin use worldwide and a spectrum of criminal networks and political elites in East and southern Africa are substantially enmeshed in the trade. This report focuses on the characteristics of the heroin trade in the region and how it has become embedded in the societies along this route. It also highlights the features of the criminal governance systems that facilitate drug trafficking along this coastal route.

European Drug Report 2022: Trends and developments

Our overall assessment is that drug availability and use remain at high levels across the European Union, although considerable differences exist between countries. Approximately 83.4 million or 29 % of adults (aged 15–64) in the European Union are estimated to have ever used an illicit drug, with more males (50.5 million) than females (33.0 million) reporting use. Cannabis remains the most widely consumed substance, with over 22 million European adults reporting its use in the last year. Stimulants are the second most commonly reported category. It is estimated that in the last year 3.5 million adults consumed cocaine, 2.6 million MDMA and 2 million amphetamines.

Around 1 million Europeans used heroin or another illicit opioid in the last year. Although the prevalence of use is lower for opioid use than for other drugs, opioids still account for the greatest share of harms attributed to illicit drug use. This is illustrated by the presence of opioids, often in combination with other substances, which was found in around three quarters of fatal overdoses reported in the European Union for 2020. It is important to note that most of those with drug problems will be using a range of substances. We are also seeing considerably more complexity in drug consumption patterns, with medicinal products, non-controlled new psychoactive substances and substances such as ketamine and GBL/GHB now associated with drug problems in some countries or among some groups. This complexity is reflected in an increasing recognition that drug use is linked with, or complicates how we respond to, a wide range of today’s most pressing health and social issues. Among these issues are mental health problems and self-harm, homelessness, youth criminality and the exploitation of vulnerable individuals and communities.

Organised Crime in Red City: An Ethnographic Study of Drugs, Vice, and Violence

Illegal drug trafficking and retail drug sales constitute the most common activity of organised crime groups in the UK and draw the largest share of resources from the police and prison services, whilst also generating considerable social costs. There are few contemporary studies in the UK on the supply of drugs, its organisation, culture and risk management practices, and even fewer on active dealers themselves. There remains limited ethnographic research into the drug trade, missing important insights that can be gained from observing distributors in a natural setting. A key absence in criminological literature is the voice of offenders who commit serious crimes and how they perceive and mitigate problems related to their activities. This research aims to fill gaps in the knowledge base by investigating the nature of the drug market, the crime risk management practices of drug dealers, and possible reasons for their involvement and patterns of activity. The study examines the criminal careers of offenders who operate in one of Britain’s largest cities, termed here anonymously as Red City. The participants in this study distribute and manufacture a range of illicit substances, both offline and online. They distribute drugs on local, national and international levels (retail, wholesale, import and export). To complement the fieldwork, interviews were conducted with official actors from the criminal justice system, the private sector and the third sector. The thesis seeks to provide a more nuanced and grounded picture of illicit drug dealing and ‘organised crime’, that provides an account that corrects popular stereotypes.

The Challenge of Drug Trafficking to Democratic Governance and Human Security in West Africa

International criminal networks mainly from Latin America and Africa—some with links to terrorism—are turning West Africa into a key global hub for the distribution, wholesaling, and production of illicit drugs. These groups represent an existential threat to democratic governance of already fragile states in the subregion because they are using narco-corruption to stage coups d’état, hijack elections, and co-opt or buy political power. Besides a spike in drug-related crime, narcotics trafficking is also fraying West Africa’s traditional social fabric and creating a public health crisis, with hundreds of thousands of new drug addicts. While the inflow of drug money may seem economically beneficial to West Africa in the short-term, investors will be less inclined to do business in the long-term if the subregion is unstable. On net, drug trafficking and other illicit trade represent the most serious challenge to human security in the region since resource conflicts rocked several West African countries in the early 1990s. International aid to West Africa’s “war on drugs” is only in an initial stage; progress will be have to be measured in decades or even generations, not years and also unfold in parallel with creating alternative sustainable livelihoods and addressing the longer-term challenges of human insecurity, poverty, and underdevelopment.

Drug-related Homicide in Europe; Part 1: Research Report

Drug use and drug markets can act as facilitators for all types of violence, which could ultimately lead to homicide. Yet, drug-related homicide (DRH) has not been monitored. The development of a drug-related homicide data collection is necessary to study this phenomenon. This report provides a first step towards a European-level DRH monitor.
