Police Reform, Training and Crime : Experimental evidence from Colombia's Plan Cuadrantes

The Plan Nacional de Vigilancia Comunitaria por Cuadrantes (PNVCC) is a new police patrolling program introduced in the eight major cities of Colombia in 2010 by the National Police. The strategy divides the largest cities into small geographical areas (cuadrantes), assigns six policemen to each, establishes a new patrolling protocol involving more community contact, and holds officers accountable for crime in their assigned area. The plan warranted a comprehensive training program for over 9,000 police officers aimed at improving interpersonal skills and implementation of the new patrolling protocols. By staggering the training schedule between three randomly chosen cohorts of police stations, we generate experimental variation in the exposure to training and in the effective implementation of the new police protocols induced by the Plan Cuadrantes. Comparing the 4 months immediately after training with the same months from the previous year, we find a significant reduction in several types of crime attributable to the training program, ranging from around .13 of a standard deviation for homicides to .18 of a standard deviation for brawls. These impacts are driven by very large effects in high crime areas and very small -or zero- effects in low crime neighborhoods. Once we take into account the high spatial concentration of crime, the estimated effects account for an overall reduction in the number of homicides of about 22%. We suggest that the training program affected crime by increasing the patrol police’s sense of accountability to the population and also possibly through higher police motivation. Large efficiency gains in public service provision may be attainable with relatively inexpensive interventions that bring public servants closer to their clients.

Hot Spots Policing in a High Crime Environment: An experimental evaluation in Medellín

Objectives: Test direct, spillover and aggregate effects of hot spots policing on crime in a high crime environment. Methods: We identified 967 hot spot street segments and randomly assigned 384 to a six-months increase in police patrols. To account for the complications resulting from a large experimental sample in a dense network of streets, we use randomization inference for hypothesis testing. We also use non-experimental streets to test for spillovers onto non-hot spots, and examine aggregate effects citywide. Results: Our results show an improvement in short term security perceptions and a reduction in car thefts, but no direct effects on other crimes or satisfaction with policing services. We see larger effects in the least secure places, especially for short term security perceptions, car thefts and assaults. We find no evidence of crime displacement but rather a decrease in car thefts in nearby hot spots and a decrease in assaults in nearby non-hot spots. We estimate that car thefts decreased citywide by about 11 percent. Conclusions: Our study highlights the importance of context when implementing hot spots policing. What seems to work in the U.S. or even in Bogotá is not as responsive in Medellín (and vice versa). Further research¿especially outside the U.S.¿is needed to understand the role of local crime patterns and police capacity on the effectiveness of hot spots policing.

Predicting Recidivism with Street Gang Members

In Québec, street gangs are now among the newest threats to public safety (MSPQ, 2007; SPVM, 2005). Major police efforts to dismantle juvenile prostitution networks or reduce drug trafficking have escalated the flow of juvenile offenders into the adult correctional system. Gang members are a growing presence in the penal system and, to a certain degree, risk assessment creates its own problems. The objective of this research is to examine the applicability of the LS/CMI (Andrews, Bonta, & Wormith, 2004) to gang members and to identify specific criminogenic needs profiles compared to non-gang offenders. A sample of 172 offenders serving sentences of more than six months under provincial jurisdiction was used within this framework. Eighty-six offenders, identified by the Ministère de la Sécurité publique du Québec, were paired by age, status and city of residence with 86 offenders not identified as gang members. All were assessed with the LS/CMI. Data on new arrests and new convictions were used afterward to test the predictive validity of the LS/CMI. The results indicate that gang members present more diverse criminal histories and greater prevalence of convictions for violent offences. The LS/CMI data analysis showed that gang members present more significant criminogenic risks and needs, and in a greater number of areas than did the control group subjects. These higher needs translated into higher rates of re-arrest and substantially more convictions for violent crimes. The LS/CMI was also useful in predicting recidivism for gang members. Multivariate analyses with the Cox proportional hazard model suggest that, at equal risk, gang offenders are arrested more frequently for both general crimes and violent crimes. Age and equal risk factors also apply to new convictions for violent crimes; gang members are more likely to face new convictions than are non-members. The implications of these results are discussed.

The major areas of research covered in this study of the influence of the media on police work are covered in eight chapters. In chapter 1 a History of Police Image Work From 1829 to 1987 traces the history of image work. Chapter 2 the Professionalizing of Police Image Work Since 1987 discusses the distinguishing features of the most recent phase of police image work. Chapter 3 Police Legitimacy, Communication and the Public Sphere introduces theoretical concerns, and the nature of police communications. Chapter 4 the National Picture: Systems of Police Image Work looks at the terrain of contemporary image work across the police service nationally. Chapter 5 One Force and Its Image provides historical background of the force and outlines the 1984-85 Miners' Strike and the 1989 Hillsborough tragedy. Chapter 6 Press and Public Relationship Officers At Work examines news management and the planning and delivery of set piece promotional events. Chapter 7 Image Work in Routine Policing looks at three areas of practical policing. In the final chapter, Image Work, Police Work and Legitimacy the author considers the extent to which image work pervades contemporary police work and the implications for policing in the context of a highly mediated society. The study concludes that the mass media has played an important role in shaping police work, image work, the legitimization of policing. The media and the police will continue to work together to influence policing and society.

Risk Assessment Decisions for Violent Political Extremism

Risk factors for violent individuals have been used in risk assessment protocols for decades. Such tools and guides have been shown to be a valid and reliable way to assess risk of future violence. The risk assessment protocols currently available, however, have questionable relevance to violent extremists and terrorists because the factors used to assess risk do not relate to the background and motivations of this group of violent actors. The need was identified for a relevant tool for the population of violent ideologically motivated extremists. Approaches to risk assessment for violence are described in the document. These include unstructured clinical judgment, actuarial approaches and structured professional judgment (SPJ). Unstructured approaches have been criticized for not demonstrating high validity or good inter-rater reliability. Given the low base rate of violent extremists, it is difficult to create empirically based actuarial prediction instruments for violent extremism. The structured professional judgment approach (SPJ) has been used successfully with forensic populations and was considered appropriate for a tool to address risk assessment for the population of violent extremists. As current SPJ guides were found to be inadequate to address the specific historical and contextual features of violent extremists, a new SPJ guide was developed and is described in this document. The major goals of the project were to identify and compare the specific characteristics and factors of those who perpetrate “general” criminal violence and those who perpetrate ideologically motivated violence, to highlight the salient differences among the historical, contextual, attitudinal and protective risk factors of these types of criminal violence and to construct a new tool to assess the risk of violence in ideologically motivated extremists. ‘Political violence’, ‘radicalization’, ‘extremism’ and ‘terrorism’ were defined and elaborated in the document. The most significant risk factors relevant to violent extremism and terrorism were extracted from the literature and organized into a structured professional judgment (SPJ) protocol. Five categories were identified as risk factors and relevant items were identified for each category. These categories are modeled after other well-established SPJ tools but are item specific to violent extremism. The categories include attitude factors, contextual factors, historical factors, protective factors and demographic factors. A preliminary model for the assessment of de-radicalization and disengagement efficacy was proposed. The new SPJ protocol, Violent Extremist Risk Assessment or VERA is designed to be used with persons having a history of extremist violence or having been convicted of such offences. At this stage of development, the VERA is a conceptual “research” tool intended to generate debate and discussion.

Out, Out -- The Role of Messaging in Countering Domestic Violence Extremism

"Countering the radical Islamist narrative remains a high-profile priority of the United States in its ongoing efforts to counter domestic violent extremism. Since mid-2014, government officials have condemned the United States as unable to muster a satisfactory 'counter-narrative,' and emphasize the potentially devastating consequences of failure. Experts inside and outside the government describe the Islamic State as masters of the internet capable of reaching into the United States and turning its people into hate-filled, violently inspired terrorists at will. The idea that the United States must aggressively work to counter these messages domestically remains a given; but should it? The focus of this thesis is to examine current U.S. efforts in counter-messaging to determine why the United States believes it is failing, and what, if any, evidence supports the idea that a counter-narrative or counter-messaging should be part of domestic countering violent extremism (CVE) programs. Review of official documents found little basis to assess U.S. programs, as no meaningful published strategy, objectives, or performance data exist for current efforts. Moreover, the foundational assumptions underlying current programs suggest malalignment between what U.S. officials desire a counter-messaging effort to accomplish and what is realistically achievable. Based on these findings, it is recommended that domestic CVE programs eliminate counter-messaging from their portfolio."

Proactive Policing: Effects on Crime and Communities.

Proactive policing, as a strategic approach used by police agencies to prevent crime, is a relatively new phenomenon in the United States. It developed from a crisis in confidence in policing that began to emerge in the 1960s because of social unrest, rising crime rates, and growing skepticism regarding the effectiveness of standard approaches to policing. In response, beginning in the 1980s and 1990s, innovative police practices and policies that took a more proactive approach began to develop. This report uses the term “proactive policing” to refer to all policing strategies that have as one of their goals the prevention or reduction of crime and disorder and that are not reactive in terms of focusing primarily on uncovering ongoing crime or on investigating or responding to crimes once they have occurred.

Proactive policing is distinguished from the everyday decisions of police officers to be proactive in specific situations and instead refers to a strategic decision by police agencies to use proactive police responses in a programmatic way to reduce crime. Today, proactive policing strategies are used widely in the United States. They are not isolated programs used by a select group of agencies but rather a set of ideas that have spread across the landscape of policing.

Proactive Policing reviews the evidence and discusses the data and methodological gaps on: (1) the effects of different forms of proactive policing on crime; (2) whether they are applied in a discriminatory manner; (3) whether they are being used in a legal fashion; and (4) community reaction. This report offers a comprehensive evaluation of proactive policing that includes not only its crime prevention impacts but also its broader implications for justice and U.S. communities.

Revolving Door: An Analysis of Street-Based Prostitution in New York City

Police and prostitutes1 engage in a cat-and-mouse dynamic, in which the police seek to control the activities of prostitutes, and prostitutes respond by trying to avoid them. This report examines the impact of law enforcement approaches to street-based sex work in New York City and proposes a series of policy and practice recommendations for reform based on the researchers’ analyses of the data collected. This report also seeks to promote reasoned, fact-based, and informed debate regarding street-based prostitution in New York City. Public discussion of this issue usually occurs in flashy headlines that are meant to titillate rather than to explore the consequences of policy decisions in depth. This is a special effort to give voice to the problems faced by street-based sex workers, using their own words, since this is a voice that is almost always left out of policy debates. We propose recommendations based on programmatic possibilities that can create effective solutions for this population and the broader community. The researchers focused on street-based prostitution primarily because these sex workers have the greatest contact with law enforcement and with the community at large, and thus receive the majority of police attention. Most are economically deprived and vulnerable. Current law enforcement approaches include arrest or giving a summons or desk-appearance ticket, often during the course of police sweeps (the practice of arresting all women or all people in a known prostitution area, temporarily removing prostitutes from the street.)

Dealing with the Past in Security Sector Reform

Security sector reform (SSR) and transitional justice processes often occur alongside each other in societies emerging from conflict or authoritarian rule, involve many of the same actors, are supported by some of the same partner countries and impact on each other. Yet the relationship between SSR and transitional justice, or â dealing with the pastâ (DwP) as it is also called, remains underexplored and is often marked by ignorance and resistance. While SSR and transitional justice processes can get into each otherâ s way, this paper argues that SSR and DwP are intrinsically linked and can complement each other. SSR can make for better transitional justice and vice versa. Transitional justice needs SSR to prevent a recurrence of abuses, an essential element of justice. SSR can learn from transitional justice not only that it is better to deal with rather than ignore an abusive past but also how to address an abusive legacy in the security sector. The validity of these assumptions is tested in two case studies: the police reform process in Bosnia and Herzegovina after 1995 and the SSR process in Nepal after 2006.

The Paradox of Gendarmeries: Between Expansion, Demilitarization and Dissolution

This paper describes and explains the evolution of gendarmerie-type forces, i.e. police forces with a military status, over the past three decades. It focuses on their institutional features and functions, including material and human resources, and uses case studies from Europe, the Middle East and North Africa to illustrate these characteristics in different contexts. The overall development of gendarmeries has been a somewhat paradoxical one. On the one hand, most of these forces have witnessed a considerable expansion, and come to assume an increasingly prominent role in addressing many of the currently most important security challenges, ranging from border control and counterterrorism to public order tasks in international peace operations. On the other hand, there has also been a trend towards the demilitarization of gendarmeries, which in some European countries has ultimately led to their dissolution and integration into the civilian police. The paper suggests an explanation of these seemingly contradictory developments with reference to two broad â and at least partly opposing â trends: the convergence of internal and external security agendas, which to a large extent is a post-Cold War phenomenon; and the demilitarization of internal security, which is a more long-term historical trend and part of the more general democratization process. Based on this analysis, the paper predicts that in the long run gendarmeries are likely to be further demilitarized, eventually losing their formal military status, although in the context of international peace operations militarized gendarmerie forces are expected to play an increasingly significant part.

Preventing Child Sexual Abuse : Evidence, Policy And Practice

Although child sexual abuse (CSA) is generally referred to as a distinct and singular phenomenon, there is a remarkably wide range of circumstances and events that may constitute CSA. Wide variations have been observed in the characteristics, modus operandi and persistence of CSA offenders, in the characteristics, circumstances and outcomes for victims, and in the physical and social settings in which CSA occurs. These multiple dimensions of CSA, and the wide variations within them, may at first seem to make the task of prevention overwhelmingly difficult, if not impossible. However, it is important to recognise that on virtually none of these dimensions is the incidence of CSA evenly distributed. Not all children are equally at risk of falling victim to sexual abuse, not all victims will be affected in the same way, not all adolescents and adults are equally at risk of becoming offenders, not all offenders are equally at risk of proceeding to a chronic pattern of offending, and not all physical and social environments present the same risk for CSA to occur. The first step towards developing a comprehensive, evidence-based approach to preventing CSA is therefore to understand the patterns of variation within, and the interactions between, its key empirical dimensions. To the extent these patterns can be reliably identified, the focus of prevention strategies can be narrowed, and prevention resources can accordingly be prioritised. Notwithstanding the limitations of the current knowledge base, the main aim of the present chapter is to specify where, when, how, to whom and by whom CSA occurs.

Police Disruption of Child Sexual Abuse: Findings from a national survey of frontline personnel and strategic leads for safeguarding

This research study was commissioned by the Centre of expertise on child sexual abuse (CSA Centre) to explore the ways in which police forces across England and Wales seek to disrupt child sexual abuse. Disruption, alongside enforcement and prevention, is one of the principal ways in which police respond to criminality and criminal activity. While enforcement focuses on the prosecution of past crimes, and prevention aims to stop whole groups of suspects or protect potential victims, disruption is a more flexible and dynamic approach which seeks to disrupt offenders’ networks, lifestyles, and routines so that it is harder for them to commit crime. Disrupting child sexual abuse is a vital activity because most incidents of such abuse are never reported to or discovered by the police – meaning that many individuals who sexually abuse children remain at liberty to commit further abuse. Disruption measures have the potential to swiftly interrupt contact between a suspect and a child or young person, and to help stop further abuse in the longer term.

Profiling Minorities A Study of Stop-and-Search Practices in Paris

French residents of immigrant origin, particularly those of North African and sub-Saharan African background, have long complained that police single them out for unfair, discriminatory, and unnecessary identity checks. If these perceptions are true, it means that French police are engaged in “ethnic profiling.” That is, police officers are basing decisions about who may be suspicious on the basis of the color of their skin or their assumed ethnic identity rather than on the basis of their individual behavior. In 2007, the Open Society Justice Initiative launched a study to examine whether and to what extent law enforcement officers stop individuals based on their appearance. This study was conducted in collaboration with Fabien Jobard and René Lévy, researchers with the National Center for Scientific Research (Centre National de la Recherche Scientifique) in France. The study was carried out under the technical supervision of Lamberth Consulting. Examining five locations in and around the Gare du Nord and Châtelet-Les Halles rail stations, all important transit points in central Paris that are also the sites of heavy police activity, Profiling Minorities : A Study of Stop-and-Search Practices in Paris gathered data on police stops carried out by National Police and Customs officers, including information on the ethnicity, age, gender, clothing, and bags carried by the persons who were stopped. This study, which generated unique information on over 500 police stops, is the first to gather the quantitative data necessary to identify and detect patterns of ethnic profiling in France. The study confirmed that police stops and identity checks in Paris are principally based on the appearance of the person stopped, rather than on their behavior or actions. Persons perceived to be ethnic minorities were disproportionately stopped by the police. The results show that persons perceived to be “Black” (of sub-Saharan African or Caribbean origin) and “Arab” (of North African or Maghrebian origin) were stopped at proportionally much higher rates than persons perceived to be “White” (of Western European origin). Across the five observations sites, Blacks were overall six times more likely than Whites to be stopped by police ; the site-specific rates of disproportionality ranged from 3.3 to 11.5. Arabs were generally 7.6 times more likely than Whites to be stopped by the police, although again, the specific rate of disproportionality across the five locations ranged from 1.8 and 14.8. Follow-up interviews with the individuals who were stopped also suggest that these two groups regularly experience far more police stops than Whites.

Investigating the applicability of situational crime prevention to the public mass violence context

Research Summary: In this article, we argue that situ- ational crime prevention (SCP) strategies can be used to prevent public mass violence, as well as to mitigate the harms caused from those attacks that still occur. We draw from the SCP perspective generally, and its application to terrorism particularly, as well as from the public mass violence literature. We focus on the pillars of opportunity that include target selection, weapon selection, tools used, and conditions that facilitate public mass violence attacks.

Policy Implications: We conclude that SCP’s EVIL DONE risk assessment template could be refined for the public mass violence context. We argue that the exposed, occupied, nearer, and easy dimensions, along with a newly created personal grievance dimension, could be used to identify more at-risk settings that should receive more situational interventions to prevent these attacks. We similarly conclude that SCP’s other pillars could be used to prevent these attacks. We outline specific hard and soft interventions that could thwart these attacks. Importantly, we use examples to illustrate that SCP’s strategies could effectively mitigate the harms caused by public mass violence attacks that do occur. We also set forth research strategies to test our claims.

Current uses of Electronic Monitoring in the Netherlands

This report describes in detail the current use of electronic monitoring (EM) in the Netherlands. The research forms part of an EU-funded comparative research study involving five jurisdictions, namely: Belgium, England & Wales, Germany, the Netherlands and Scotland. The research involved a partnership between academics in five universities: University of Leeds (England & Wales), University of Stirling (Scotland), University of Greifswald (Germany), Free University Bruxelles (Belgium) and Utrecht University (the Netherlands). This comparative research focuses on the potential of electronic monitoring to provide a credible and workable alternative to imprisonment. As such, the empirical findings from the five jurisdictions will fill a significant knowledge gap about the capacity of EM to operate as an alternative to imprisonment and inform on best practices to enhance its effectiveness and ensure its legal, ethical and humane use across Europe. The report is based on observations within the organisations involved in the implementation of EM and 36 interviews with practitioners. The structure of this research report and the way in which headings are organized is a replication of a format adopted consistently across the five country reports.

Norwegian research on the prevention of radicalisation and violent extremism: A status of knowledge

This report provides an overview of Norwegian research on radicalisation and violent extremism, with an emphasis on knowledge about processes leading towards radicalization, extremism and terrorism, and how such processes can be prevented and countered. The main objective has been to identify the studies which can provide the most relevant knowledge to those whose task it is to prevent radicalization and violent extremism. This summary will address research on right-wing extremism, left-wing extremism, militant Islamism and foreign fighters, and terrorism more in general. The report will also provide a brief overview of relevant research in Denmark and Sweden as well as pointing out some of the leading European centers of research in this field. A main purpose for this overview of research is to identify holes of knowledge – areas and topics where research-based knowledge is lacking or is outdated, and where there is a need for new research. Violent Extremism: Prevention of a Wicked Problem - the role of local authorities

This paper discusses the role of the Norwegian municipalities in coping with Islamic extremism – compared to how they handled right wing extremism 15-20 years ago. The main questions are: What do the municipalities actually do to prevent radicalization into militant extreme Islam? What is it reasonable to expect that the municipalities can do to prevent such activity? Such questions are highly relevant given the central position of the municipalities in the Nordic welfare states as a provider of many of the welfare services1 , and the role they play in developing vital, attractive and safe communities. It is not surprising that local authorities are expected to deal with this issue. The main argument in this paper is that preventing radicalization into Islamic extremism, dismantling groups and reintegrating individual extremists into the local community through local action, is a far more complex and difficult process compared to how right-wing extremism was handled 15-20 years ago when such groups were active in some Norwegian local communities. It is the intention of this paper to show the complexity of this issue and present some of the challenges and dilemmas that the municipalities have to face. Unless this complexity is understood, it may be difficult to find strategies and measures that can reduce the problem. It is unrealistic to believe that this problem can be completely prevented – at least by actors at the local community level.

Prevention and Elimination of Bonded Labour The Potential and Limits of Microfinance-led Approaches

Millions of South Asian women, men and children are bonded to their employers, working for little or no wages because their earnings are retained in part or full to repay an outstanding loan. Many still work in agriculture, although bonded labourers are increasingly found in other sectors, including mining, brick making, textiles and domestic service. The victims of bonded labour tend to be drawn from the poorest and least educated segments of the population, from low castes and religious minorities – those who are vulnerable, excluded and voiceless. Bondage often begins when a worker takes a loan or salary advance from his or her employer to pay for a large expense, perhaps a religious ceremony, a wedding or a medical bill. Or the advance may come from a labour contractor who finds employment for migrant workers in distant areas. Then the debtor, and frequently other family members, is obliged to work for the employer or contractor for reduced wages until the debt is repaid. Additional loans are taken out to meet essential needs and the debt mounts, creating a perpetual cycle of over‐indebtedness and exploitation. Ever larger debts strengthen the employer’s control to the point where basic freedoms are denied to the whole household; the debt can even be passed down to the next generation.
